This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY :
The Manager of Capital Funding Management supports the Deputy Director in developing and implementing five-year funding plans and strategies to monitor the MTA's multi-billion-dollar Capital Program, encompassing both federal and non-federal components. This role involves securing and managing all non-federal funding agreements, including those with the City of New York, preparing the necessary funding agreements, and ensuring timely receipt of funds.
The Manager collaborates directly with the MTA Comptroller, MTA Treasury, and MTA Capital Program Management to oversee various non-federal funding sources that support MTA's capital programs, such as NYC contributions, investment income, and developer contributions. This includes managing resources to ensure efficient and timely use of funds.
Additionally, the Manager performs reconciliations of MTA-only fund sources (bonds and cash) for cash flow and auditing purposes, in coordination with the MTA Comptroller and MTA Treasury. Utilizing the mainframe database system, the Manager prepares monthly and quarterly reports for external funding partners, MTA senior management, and the MTA Board, along with financial analyses and special projects for upper management. The role also supports the Director and Deputy Director in managing the capital cash flow model and producing quarterly cash reconciliation and cash flow reports.
RESPONSIBILITIES :
+ Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
+ Help develop annual and five-year funding strategies to optimize capital program funding opportunities.
+ Make decisions on the release of capital funding for projects in development based on review of the sufficiency and quality of their scopes, schedules, budgets and funding eligibility; Manage the linkage/encumbrance of funding for contract awards.
+ Conceive, coordinate, execute and present original analysis of funding performance and capital program funding issues using state of the art tools and techniques.
+ Monitor and track the funding receipts to the capital program and report to the Board on these receipts with special emphasis on the MTA Bonding program, City and State funding and smaller miscellaneous sources.
+ Execute established City Grant process, use the City Financial Management System (FMS) and identify appropriate projects eligible for City funding.
+ Manage the accounting of MTA Bond proceeds for the capital program.
+ Track and monitor various miscellaneous funding agreements for accuracy and timeliness, and to endure MTA’s financial interests are being met.
+ Manage special projects and assignments; coordinate activities of peers and supervise subordinate staff as necessary.

EDUCATION AND EXPERIENCE :
+ Bachelor’s Degree in public policy/public administration, business administration/economics or related field. A Master’s degree is strongly preferred and may substitute for up to two years of job-related experience.
+ Must possess a minimum of 5 years of progressively responsible related experience and a proven track record in finance and/or budget management.
+ Must be a self-starter who can develop and administer work programs for extensive and complex interrelated program activities that operate under severe time constraints. A large degree of independent thought is required, as well as the ability to make certain decisions in the absence of upper management.
+ Must possess excellent human relations, technical, and management skills with the ability to coordinate the efforts of various MTA funding partners and MTA departments with respect to the funding of the capital program.
PREFERRED:
+ A strong working knowledge of financial planning, capital budgeting, and grant management is essential.
+ Understanding of statistical and financial analysis techniques, as well as superior fluency in the use of client-server tools for analysis and decision-making, is desired.
+ Experience with capital construction, transportation, and/or information technology is desirable.
+ Effective interpersonal communication skills are essential to fulfilling the mission of this position. Must be comfortable communicating with staff at various levels of the MTA, its agencies, the FTA, and the City.
