Manager, Contract Management
Summary
The Manager, Contract Management is responsible for overseeing contract management activities across multiple projects within the organization. This position requires a deep understanding of contracting principles, the ability to manage complex assignments under tight deadlines, and expertise in strategic and financial analysis. The Manager will lead a team of contract administrators, providing direction, training, and oversight to ensure compliance with contract terms, company policies, and regulatory requirements. The role also involves developing contracting strategies, managing contract execution, and advising on financial forecasting and planning.
Scope
This role provides oversight for contract management activities and supports project leadership in executing contracts. The Manager will focus primarily on government projects and will ensure compliance with all relevant statutes, regulations, and contract terms, reporting to senior leadership on contract health and performance. They will mentor junior staff and provide key input into contractual decision-making and risk assessments.
Principal Job Duties & Responsibilities
• Administer complex contracts, ensuring compliance with terms, regulations, and procedures.
• Lead contract negotiations, including terms and conditions, proposal evaluations, and scope coordination with internal and external stakeholders.
• Provide oversight and guidance to a team of contract administrators, ensuring effective contract execution, compliance, and closeouts.
• Develop and implement contracting strategies, assisting in pre-award and post-award contract activities.
• Manage and resolve financial, technical, and performance issues during the contract lifecycle.
• Assist in preparing contract proposals, reviewing technical and administrative elements, and presenting recommendations to clients and internal stakeholders.
• Develop analytical tools to assist the team in analyzing contractor costs and predicting future expenditures.
• Provide periodic reports to senior management on contract performance, including financial forecasting, risks, and risk mitigation strategies.
• Lead contract closeouts, ensuring final modifications, invoices, and performance evaluations are completed accurately and timely.
• Mentor and train team members, providing recommendations to senior leadership on areas for further development.
• Lead the development of internal policies and best practices in contract management and coordinate across departments to implement consistent standards.
• Represent the company in contract management meetings and negotiations.
• Ensure compliance with Fluor’s Health, Safety & Environmental policies, government-approved systems, and global standards.
• Other duties as assigned by senior leadership.
Additional Responsibilities
• Develop, review, and approve contract awards, especially for mid to large contracts.
• Interface with departments (business development, supply chain, prime contracts, legal, finance, project management, etc.) on contract terms and compliance.
• Monitor contractor performance and resolve discrepancies in schedules, invoicing, or deliverables.
• Build and maintain relationships with clients, contractors, and project teams to facilitate contract execution.
• Review and approve contract management documentation to align with company practices and regulatory requirements.
• Lead efforts to train staff and contractors on contractual policies and procedures, ensuring compliance.
• Provide recommendations to senior leadership regarding risk management, financial forecasting, and cost-effective strategies.
• Utilize internal systems such as Costpoint and SAP for monitoring contract performance and managing data.
Working Conditions
• Primarily remote work, with occasional travel to project sites or client meetings (up to 5%).
