**Position Title:** Manager, Dakota Coal Company (DCC) & Montana Limestone Company (MLC)

**Position Purpose:**
Responsible for assisting and providing direction in the managing of certain operational, safety, fiscal, legal, marketing, budgetary, and environmental activities of the Dakota Coal Company (DCC), Wyoming Lime Producers (WLP), and Montana Limestone Company (MLC), and Bighorn Limestone Company (BHLC). Responsible for providing coal mining expertise services to Basin Electric Power Cooperative (BEPC) as needed. Responsible for monitoring coal/gas/fuel oil supply operations.
**Essential Functions:**
**Dakota Coal** **Company:**
+ Administration of the lignite coal supply and mine-related agreements between DCC and Coteau.
+ Administer the long-term lignite coal sales agreements and related agreements arising from such lignite coal sales agreements.
+ Ensure lignite coal reserve rights and requirements of DCC are secured and developed in a prudent manner utilizing the best available mining practices.
+ Administer lignite coal sales agreements for DCC customers by financing and managing the assets of the Freedom Mine.
+ Ensure all operational objectives of DCC are met and contractual matters arising from the operation of DCC are successfully handled to ensure continued operations.
+ Maintain strong working relationship with Coteau and The Freedom Mine
+ Contribute to marketing and preparation of the lignite coal, long and short-range operating and capital budgets.
+ Ensure safe and efficient operations by coordinating with plant staff regarding the importance of safety, health, and environmental compliance.
+ Represent BEPC’s interest in Western Fuels Association, Western Fuels Wyoming and Dry Fork Mine by providing guidance and assistance to the BEPC representatives that are members of the respective board of directors.
+ Contribute to the development and management of annual long and short -range fuel budgets for BEPC, MBPP, and Dry Fork Station.
+ Perform technical engineering studies and investigations on various assigned engineering problems.
+ Serve on and/or facilitate assigned technical task forces.
**Wyoming Lime Producers:**
+ Ensure the operation of the lime kiln and related facilities in a safe, efficient, and environmentally acceptable manner.
+ Administer the lime kiln operating and marketing agreement with Pete Lien and Sons.
+ Guide decisions regarding lime marketing, capital expenditures, legal matters, plant operating permits and environmental issues involving WLP.
+ Negotiate and administer the agreements for limestone feedstock, fuel supply, transportation, power supply, lime sales, waste disposal and plant operations.
+ Provide customers of WLP the specified quantity and quality of lime at the lowest unit cost.
+ Retain existing customers and develop new customers for lime.
+ Assist in obtaining and maintaining necessary permits from local, state, and federal authorities for continued operation of the lime kiln.
+ Ensure a long-term supply of quality limestone is available through the prudent operation of MLC by managing the limestone reserves and protecting the existing contractually committed WLP limestone reserves.
**Montana Limestone** **Company:**
+ Ensure the operation of the quarry, fine grind plant and rail load out facility is in a safe, efficient, and environmentally acceptable manner.
+ Assist and provide direction for negotiating and administering of the agreements covering the needed supplies and services for the quarry, fine grind plant and rail load out facility.
+ Assist the MLC management team to provide the customers of MLC the specified quantity and quality of limestone at the lowest unit cost.
+ Retain existing customers and develop new customers for limestone.
+ Assist in obtaining and maintaining the necessary permits for continued operation of the quarry, fine grind plant and rail load out facility from local, state, and federal authorities.
+ Ensure a long-term supply of quality limestone is available by managing the limestone reserves controlled by DCC claims, and protecting the existing contractually committed MLC limestone reserves owned by BHLC.
+ Develop the short/long term mining plans to include land reclamation, along with assisting in any assigned special projects.
**Mine Engineering, Operations, and Coal Reserves:**
+ When needed, effectively manage and maintain, acquire or otherwise dispose of, surface and lignite coal interests controlled by BEPC.
+ Provide mine engineering and operations assistance to the Dry Fork and Freedom Mines.
+ Provide direction for the short/long term development of the Freedom Mine including long range mine planning/permitting, equipment acquisition/replacement, mine financing, develop/approve operating and capital budgets, coordinate lignite coal deliveries, maintain existing lignite coal reserves, acquisition of certain surface and lignite coal reserves and develop innovative mining techniques.
**Qualifications** **:**
+ Knowledge of surface coal mine and quarry operations and maintenance, mine engineering and planning, mine permitting, reserve evaluations, and surface and coal leases.
+ Bachelor’s degree from an Engineering Accreditation Commission/Accreditation Board for Engineering and Technology (EAC/ABET) accredited engineering program; and 10 years of related experience, diversified in mining operations and reserve management; or
+ Two-year degree in a mining related field; and 12 years of related experience; or
+ High school diploma or equivalent (GED or HSED); and 14 years of related experience.
+ Five years of supervisory experience.
+ Familiar with the operation and maintenance of a lime kiln.
+ Understanding of financial statements such as income statements and balance sheets.
+ Demonstrate leadership skills, personnel management skills, and contract negotiating skills.
+ Effective administrative and human relation skills.
+ Excellent and effective verbal and written communication skills.
+ Proficient with personal computers and Microsoft Word, Excel, and Outlook.
+ A valid driver’s license.

**Typical Physical/Mental/Environmental Demands:**
This position requires frequent sitting and standing/walking; and occasional reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak. It also requires the ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines. This position may be required to drive a motor vehicle or fly in Cooperative or commercial aircraft. This position may occasionally be exposed to heat, cold, dirt, dust, fumes, and noise. The majority of job activities are performed in an office environment with the balance performed at plant operations, customer plants, and business associates’ place of work. On site at MLC, up to 50%.
