This role is a hybrid work arrangement. Work schedule to be discussed with the hiring Manager according to the guidelines defined by the department.

Your role

The Manager, ERMIIC will be a key subject matter expert/senior advisor on corporate projects by being responsible for their management and oversight whether it concerns our risk, control or insurance programs.

 

This means providing support, guidance, opinions and advice to Senior Management and staff in the Networks and Corporate Office in the areas of Governance, Risks and Internal Control in their ongoing activities and transformations. You will be responsible for highly confidential and sensitive matters concerning monitoring, tracking and escalation risks, controls and deficiencies identified within key business processes. 

Reporting to the Director ERMIIC, you will act as a key contact and develop cross-functional relationships with specific business and support areas. You may also be responsible for managing other team members and some contractors as needed. As a CPA training office, you will participate in and support the development of your colleagues who are pursuing their CPA certification. 

Enterprise Risk Management

Conduct or participate in workshops on risk management. 

Support and collaborate with stakeholders to identify, assess, and monitor key risks and associated mitigation measures.

Synthesizes and ranks risks to tailor reporting and monitoring to suit a variety of stakeholders (senior management, Audit Committee).

Support the development of our annual ERM plan, integration with business planning, quarterly risk assessments and dashboard reporting.

Support the ERM program by actively participating in research and analysis on diverse aspects of the process. Prepare presentations, training material, tools and templates as needed. 

Provide advice on the implementation and maintenance of risk management policies and procedures. Provide leadership in the identification and implementation of initiatives designed to improve existing risk measures and processes or create new capabilities for risk reporting and disclosure.

Insurance

Supports the establishment of appropriate policies, procedures and guidelines related to property and casualty matters.

Support broker and adjuster’s contracts (maintenance and renewal).

Contributes to the strategy for the Corporation’s property and casualty insurance program, ensuring adequate coverage.

Assesses the need for new lines of coverage, or changes to existing coverage levels in collaboration with our broker.

Support insurance claims, operational risk assessment, contract reviews, annual property and casualty insurance policy renewal data gathering. This includes claims management settlements and other loss recovery, broker communication, and communications with insurers.

Contributes to special projects on financial and non-financial matters as required.

Internal Control

Lead the Fraud Risk Assessment program by maintaining an inventory of risk scenarios and their risk level and ensure through testing and documentation that an adequate risk response is applied to each scenario. Provide appropriate and timely reporting. As this program will be based on a maturity model, develop a roadmap to improve the maturity of the FRA program and a continuous improvement cycle.

Support the entity-level control program by implementing and maintaining the risk and controls matrix, executing or supervising key controls testing and providing a final report. This program will be based on a maturity model.

Support compliance to financial policies pertaining to accounting principles and internal controls.

Maintain high expectation/emphasis over internal controls by proactively finding creative solutions to optimize and standardize controls and adopt best practices to facilitate a strong internal control environment. This may also mean creating tools and offering  training.

General

As a subject matter expert (SME), you may be involved in various transformation projects throughout the corporation, advising the working groups and project managers on how to improve the environment of governance, risks and internal control. Provides advice on risks identification and mitigation, control design, management monitoring controls and reporting mechanisms.

Foster cooperation from the corporation’s business areas to define coordinated strategies and approaches in business processes, to gain efficiencies and avoid duplication of efforts. Maintain high expectations and emphasis over risks and internal controls. 

Recommend changes in a dynamic environment by effectively communicating with and influencing others, overcoming resistance to change and acting as a change agent to promote, encourage and implement change.

Provide support with the OAG and the internal audit service provider. If required, participate in the validation of their audit plans and monitor activities throughout the year. Provide relevant business context to facilitate their efforts, create audit synergies and minimize the impact on the corporation.

Requirements

Professional accounting designation – CPA.

Degree in Accounting, Business Administration, Finance or Commerce or a related field with a minimum of five years of relevant experience in Finance/Audit related positions. An equivalent combination of relevant education and experience may be considered.

Extensive knowledge in internal audit and information and system audit (IT) (CIA, CISA or equivalent designations are an asset).

Extensive knowledge of risk management and internal control frameworks such as Sarbanes Oxley (SOX), COSO, COBIT and the IIA’s Professional Practices Framework, including controls auditing techniques, risk assessment methodologies and best practices.

Must possess knowledge and experience in all areas of financial reporting and accounting, IFRS standards.

Experience working with GRC modules is an asset.

Broad knowledge and experience working with computer software systems (specifically Google suite and Microsoft Office, TeamMate) is an asset.

Knowledge of CBC systems, policies and processes is an asset.

Management skills and experience to lead a team.

Bilingualism (English and French).

Strong communication and interpersonal skills.

Ability to handle multiple priorities and deadlines.
