Role Summary
Raytheon is looking for an experienced person to join our oversees Government Property Compliance Execution team within Supply Chain Operations. This is a fast-paced innovative team with responsibility to ensure Government and Customer owned property is efficiently managed and in compliance with all Raytheon business processes, contract requirements, and federal regulations. The manager will oversee a team of experienced professionals executing Government property compliance execution activities across Raytheon.
The manager will develop and maintain relationships with internal and external stakeholders, conduct presentations, participate and lead project teams, develop and implement process improvement, and collaborate across the organization to achieve timely integrated results. Additionally, the manager will be responsible for career and succession development of team members to ensure talent depth and career opportunities for all. Please note this is not a real estate position and does not relate to any activity associated with real estate management.
What You Will Do:
Ensure property compliance to processes and regulations for all Raytheon CAGE codes.Act as the Raytheon representation at Industry Association meeting (i.e., NDIA, AIA, etc.).Maintain DCMA approval of the RTX Government Property Compliance process.Plan, lead and conduct property management system assessments at Raytheon CAGE codes.Provide consultation to Raytheon’s Property Management organization to ensure that each Raytheon CAGE code maintains an efficient, compliant and cost effective Property Management system.Collaborate across multiple disciplines to ensure government property compliance activity adheres to the FAR, DFARS, or NASA FAR Supplements, as applicable.Accountable to enforce compliance to applicable Raytheon property management policy and procedures.Drive team performance, provide all necessary training & development, and ensure the effective utilization of all property management compliance systems and tools.Apply CORE principles to recommend and lead successful changes that will enable improved compliance and a leaner operation.Utilize expert knowledge of property management to effectively communicate and influence action with internal and external stakeholders.Provide leadership, motivation, training and awareness across all functional/ organizational lines regarding property management requirements, methods, and processes to assure compliance and cost effectiveness.Develop and maintain a career succession plan.Comprehend, analyze and interpret contractual requirements and regulations.Solve complex issues and establish solutions to enhance the overall performance of the job function.Qualifications You Must Have:
Bachelors degree and minimum 8 years of experience as a Compliance auditor, Supply Chain Management in a strategic or acquisition capacity, Government Contracting, or similar experience. Will also consider candidates with 12 years of equivalent experience. Knowledge of Federal Acquisition Regulations (FAR) and Department of Defense FAR Supplement (DFARS).Experience in process improvement to achieve long term goals and objectivesExperience reading and interpreting technical documentationExperience with Data Analytics, Business Acumen or Business IntelligenceExperience utilizing automation best practices and products to consistently improve supply chain processes and efficienciesExperience with APEX/PRISM or SAP, Excel, Word, and Powerpoint; strong computer skillsTravel required (approximately 30%)Qualifications We Prefer:
Experience leading successful Government Property Contractor Self-Assessments and interacting on a regular basis with Raytheon site personnel.CSA Web application experience or other CSA tool experience.SAP experience or other property management system experience.Practical experience in all 10 property outcomes and 22 elements of property management.NPMA certified, preferred CPPM or CF.What We Offer:

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
