Manager, IT Vendor & Contract Management

The IT Vendor and Contracts Manager leads IT’s Vendor/Contact Management Office (VCMO). Responsibilities include but are not limited to organizing and directing vendor evaluations, contract engagement, and value analysis for IT, RFI/RFPs as required, facilitating asset audits for cost reduction and/or compliance, building and overseeing related processes, KPI measurement and attainment, reporting and governance. At an operational level, the Manager directs contract consultations and negotiations, including contract reviews, analysis, and vendor performance. The role will facilitate implementation of a comprehensive contract lifecycle management process for all IT assets and services. The Manager will collaborate with IT Directors, Managers, and other departments, as needed, to consolidate contract ownership and vendor diversity, in accordance with the CIO’s sourcing strategy. JOB DUTIES AND RESPONSIBILITIES: + Create. Implement, and maintain goals, objectives, policies and procedures for the VCMO to align with the Network’s and IT objectives + Develop and maintain strong strategies & methodologies, and provide leadership and direction to the VCMO ensuring full lifecycle processing of agreements and ensuring active governance across the vendor pool + Deliver a structured managed contract process from determining needs, assisting in vendor selection, issuing and evaluating RFI/RFPs where required, risk analysis, negotiating and executing agreements benefiting St. Luke’s through the life of the contract. + Co-owns vendor relationships with respective IT Owner + Develops KPIs and vendor scorecards + Formalize, centralize, implement, document, train, and maintain an IT Contract Management System + Quantify value of department on a quarterly and annual basis in support of the QBR with CIO (reporting savings and representing value) + Regularly conduct contract audits to identify agreements to be archived/retired. + Implement and maintain a formal vendor performance and evaluation process, including top 10 vendor scorecard, to be provide CIO with quarterly business reviews + Drives cost saving opportunities for Network through standardization and utilization by working closely with department managers to improve purchasing process, communications and customer service. + Work with business and IT leaders along with end-users to evaluate each IT vendor and determine if continuing relationship with them is in the best interest of the Network + Direct and administer contracts covering IT/Business areas, with emphasis in software, hardware, processing, services, consulting, and related agreements + Ensure contractual obligations from vendors are being fulfilled and that contractual obligations are aligned to business goals + Communicate vendor management benefits and create synergy across the Network + Point of contact for management related to vendor and contract queries and be an advocate for best practices in vendor and contract management + Responsible for optimizing the VCMO using a cross functional matrix team consisting of resources from IT, Legal, Finance and other business areas. + Proactively reports out to each level of management within the Network, as required, to ensure vendors decisions are data driven + Provide performance feedback and goal-setting of team members as well conducting annual performance assessments. + Create individual staff development plans while providing coaching and mentoring to develop each staff member to their full potential + Makes recommendations on hiring, firing, advancement, promotional or any other change of status of direct and indirect reports. + Participates in Hospital/Network Committees as assigned. + Maintains confidentiality of all materials handled within the Network/Entity as well as the proper release of information. + Complies with Network and Departmental policies regarding issues of employee, patient and environmental safety and follows appropriate reporting requirements. + Demonstrates/models the Network’s Service Excellence Standards of Performance in interactions with all customers (internal and external). + Demonstrates financial responsibility and accountability through the effective and efficient use of resources in daily procedures, processes and practices. + Complies with Network and departmental policies regarding attendance and dress code. + Performs other duties as assigned by management PHYSICAL/SENSORY DEMANDS: Sitting for up to 7 hours per day, 4 hours at a time; standing for up to 7 hours per day, 4 hours at a time; walking for up to 2 hours a day, 1 hour at a time. Seeing as it relates to general, near, color, and peripheral vision. Hearing as it relates to normal and telephone conversations. EDUCATION: Bachelor’s Degree in Business Administration or relevant work experience is required. MBA or Master’s degree is a plus. TRAINING AND EXPERIENCE: + Minimum of 10 years’ experience in vendor/contract management and/or a Strategic Sourcing role with increasing level of financial responsibility. + Ability to interact with C-level executives (for communicating strategic sourcing results; oral presentations) + Ability to collaborate with Finance, Legal, Materials Management, Business Stakeholders + Demonstrated results in achieving increasing value and significant savings for stakeholders (internal customers). + Strong understanding of the IT Healthcare industry, both HW, SW, and services helpful. + Must have had agreement acquisition/management success within the majority of the following IT categories (hardware, software, maintenance, services, infrastructure, cloud, voice, data, wireless, internet, equipment) + 2 – 3 years of General Hospital Operation knowledge and experience is preferred.
