Primary Role Supports the VP, Chief Legislative and External Affairs Officer and team, with a primary focus on advancing effective policy and advocacy engagement at the federal level. Responsibilities will include supporting and expanding American Water’s engagement with Congressional, Administration and Executive Branch stakeholders, including committee staff for relevant Congressional committees of jurisdiction with oversight on issues germane to AW Will develop and expand relationships with key external policymakers and corresponding staff, including e.g. EPA Office of Water, Environmental Council of the States and the NARUC Water Committee. Works closely with internal Regulatory teams. Responsible for assisting the management of any external lobbyists and/or consultants specific to legislative and external affairs support. Collaborates closely with the Director, Legislative and External Affairs to potentially explore/support creation of NAWC -like state chapters. Key Accountabilities Works closely with the Director, Legislative and External Affairs to assist in management, development and implementation of legislative and external affairs program including participating at conferences, events and speaking opportunities where the company’s industry leadership and expertise can be showcased. This role will have a particular focus on engaging with federal stakeholders. Participates in the evaluation of existing portfolio of AW strategic relationships, to identify which exist and potentially need to be strengthened or expanded and to identify key, strategic relationships and partnerships that are not currently in place and are needed. Works closely with Regulatory Policy and Affairs and External Communications and the Director, Legislative and External Affairs, to ensure timely awareness internally of conferences and speaking engagement opportunities, for potential AW engagement and to support development of relevant materials. Utilize company public affairs management platform to help manage constituent issues and public official interactions. Work with senior management to ensure coverage at Commissioner and other regulatory events. Collaborate with the Specialist, Government and Regulatory Affairs (this is existing colleague Louis Ruziecki) to help manage the company’s affiliated state Federal PAC and effective engagement and ensure all Election Law Enforcement rules, regulations and other reporting requirements are met, working with the company’s external compliance and reporting firms. Assists the Chief Legislative and External Affairs Officer and Specialist, to further develop and implement comprehensive strategy and execution plan to grow the PAC. Ensure that the senior management team is aware of PAC-related opportunities to derive maximum benefit from PAC-related expenditures. Knowledge/Skills Demonstrated ability to testify before legislative audiences and determine when and how to bring senior management and other departments into the process so that political officials have the benefit of the full expertise of the company. Direct Capitol Hill experience as a legislative aide, legislative assistant or Director and/ or Chief of Staff, to a member or Committee. Demonstrated strength in building, establishing and expanding key, strategic relationships within the company and externally. Excellent written and oral communication skills and aptitude in public speaking and presentations. Must work with agile mindset to multitask, prioritize responsibilities, and meet deadlines while maintaining attention to detail. A positive, collaborative attitude, proactive nature, and confidence and enthusiasm when working with colleagues, new people, ideas and technologies. Ability to manage through influence and build strong, trusting relationships internally and externally. Demonstrated ability to manage budget resources efficiently in order to maximize benefits to the organization Able to manage/coach people to develop potential and build capabilities.  Must possess an excellent working knowledge of state executive and legislative branches and their governing processes and understand the hierarchy of government officials so the company has access to the right people, at the right time, in the right departments, for the right purpose. Has a thorough understanding of PAC laws, Election Law Enforcement Laws (ELEC) for the state, where applicable, and a knowledge of the various reporting requirements. Must know how to access information and gain knowledge of issues that may impact the company in the business and political arenas. Experience/Education Bachelor’s degree in public administration, government affairs, journalism, communications, public relations or related field is preferred, or demonstrated experience commensurate with the requirements of the position. 6-8 years of related work experience of which 4 to 6 years are in government relations or policy, preferably within the utility sector. Direct Capitol Hill experience as a legislative aide, legislative assistant or Director and/ or Chief of Staff, to a member or Committee is highly preferred.

 

Travel Requirements May be  required to travel up to 40%, could be less if based in DC Work Schedule Remote, Monday through Friday, 8am - 4:30pm  Work Environment Standard office environment located in a state supporting the full array of local/state government affairs activities.
