Manager, Marine Safety & Training

Serve as the single point of contact and SME for all Regulatory Safety and Training issues, and assists vessels in the proper interpretation of the rules.

Responsible for Regulatory Safety Compliance related to Fire and Lifesaving Safety. Liaise with Flag State and Classification Society on matters related to the topic[SM(2].

Responsible for Regulatory Safety procedures content and related amendments. Guide and support vessel accordingly.

Oversee training and proficiency program designed to deliver enhanced shipboard safety awareness through formalized training, drill and assessment programs across Deck, Engine and Hotel departments, with a focus on ship Health, Safety and Security related functions. Coordinate and collaborate with ship and shore-side subject matter experts (SMEs) to build and explore the most effective means of delivery tailored HESS training and drill programs to the ships.  Oversee tracking, analysis and monitoring of ship performance and provide recommendations and follow-up on actions for improvements while ensuring sustainability. 

Essential Functions:

Utilize the existing CCL shipboard Emergency Response Plan (ERP) training-drill-assessment program as a framework to expand comprehensive drill program fleet-wide in HESS disciplines across all shipboard departments. Develop full range of HESS-related training and drills that focus on touch-drills and practical hands-on training and assessments. Includes development of proficiency assessment criteria in addition to training content. Act as Subject Matter Expert in charge to assist vessels in the proper interpretation of rules, and implementation of new or amendment to Regulatory Safety Procedures. Support Ship Management to create or validate contingency plan as needed. First point of contact for the ships on any HESS training including SRtP, Touch Drills and MAS, Monitor the Fleet training platform LMS. Visit Vessels periodically with the purpose of ensuring effectiveness of the Ship’s emergency drill, and compliance with Corporate Safety Procedures. Serve as the first shore-side contact for vessels’ Safety Officers and Training Officer supporting the application of regulatory safety procedures and corporate training procedures. Responsible for monitoring the “Personal Survival Craft” training program and liaise with the Administrations.  In conjunction with the Director, ships and other managers, monitor administer and follow-up on ERP, Training Drill and assessment. Conduct gap analyses then develop, track and monitor training requirements and proficiency levels across the fleet. Build tailored training for each ship and team as needed. Ensure budget is followed appropriately and accurate records of invoices and expenses are accounted for and approved with support of the Director. Partner with HESS functional counterparts to derive SME support for both development of new training and Touch Drills. This includes onboard content delivery via travelling training teams.  Develop Action plan for any raised NC or OBS from RAAS, USCG, Flag, Class and any other Authority; Review any new requirement or revision and take a proactive approach to maintain compliance with. keep a close look on TRG. Responsible for implementation of applicable safety codes, regulations, procedures and corporate safety standards. Be prepared to lead special projects as assigned for new training content and Touch Drill templates, development. Participate in collateral duties, as necessary, in the Fleet Operation Center. Participate on the Company Incident Response Plan as a team member. Assist in requirements development to re-align various manpower and training systems and databases to ensure future shipboard manning assignments are driven by a combination of business needs, emergency duties/muster list requirements, and experience. Develop, Manage and Review Firefighting, LSA and SRtP related training as well as any other, as directed by Fleet HESS Training & Proficiency Director; Engage with third parties for potential material updates (under Director’s guidance). Participate in Alternative Design Team for new buildings and retrofit as expert on safety field. Monitor onboard safety meetings and follow-up on any raised Safety and/or Training Concern.

Qualifications:

Bachelor's Degree in Nautical Academy, Marine Engineering Master's Degree preferred 8+ years of leadership experience in ship operations and organizing and directing shipboard training and safety programs.  Navy, U.S. Coast Guard, the cruise industry, the tanker/offshore industry, or other shipping sectors preferred Master’s license or equivalent experience preferred Experience of serving in the position of Staff Captain on board Passenger vessels preferred Formal preparation/certifications/coursework in training development required STCW and associated certifications in shipboard safety roles required

Knowledge, Skills and Abilities:

Ability to conceptualize and create valuable new programs from scratch. Train-the-trainer experience.    Strong analytical and problem solving skills effective communication skills across multiple media forms Effective interpersonal and relationship-building skills high degree of self-motivation, tenacity, and drive. Commitment to continuous improvement, above and beyond compliance Experience in knowledge management and managing complex audio/visual displays and dashboards preferred. Experience with MS Office (Excel, Word, & PowerPoint) required. Maintain an expert knowledge of training systems and equipment Demonstrated experience in leading and managing crisis situations. 

Physical Demands: Must be able to remain in a stationary position at a desk and/or computer for extended periods of time. May need to stand for long periods of time.

Travel: 25-50% ship-based travel

Work Conditions: Work primarily in a climate-controlled environment with minimal safety/health hazard potential.

This position is classified as "in-office." As an in-office role, it requires employees to work from a designated Carnival office in South Florida from Tuesday through Thursday.  Employees may work from home on Mondays and Fridays. Some positions may require additional in-office time each week and final schedule is determined by your leader.  Candidates must be located in (or willing to relocate to) the Miami/Ft. Lauderdale area.
