We are looking for a Manager, Market Access and Government Affairs to join our Market Access & Government Affairs (MA & GA) team This position reports directly to the Field Lead, Market Access & Government Affairs – Oncology and is field-based covering the oncology therapeutic area for Ontario and Manitoba. Key responsibilities: + Gain and maintain market access for all of AbbVie products with provincial payers in Ontario and Manitoba. + Oversee the Ontario and Manitoba government payer and policy-maker interactions related to Oncology: to develop and execute AbbVie’s health policy strategy and tactical plans. + Support the MA & GA team’s development and implementation of the annual Ontario and Manitoba customer plans. Track the execution and impact of MA & GA lobbying policy-making activities. + Identify health policy barriers and ensure optimal policy conditions and reimbursement for current and future AbbVie Oncology products. + Play an active role with therapeutic area in field teams and identify opportunities to work collaboratively with cross-functional colleagues to deliver on brand objectives. + Work closely with the Community Relations team, as needed, to encourage advocacy including provincial patient evidence submissions. + Play an active role with provincial regional biopharmaceutical industry association committees (eg., Innovative Medicines Canada, BIOTECanada; Life Sciences Ontario). + Identify and shape multi-stakeholder projects that are of interest to policy makers / public payers and that position AbbVie as a trusted and expert stakeholder. + Liaise with Market Access & HEOR team to support Ontario and Manitoba in providing policy makers/drug plan managers with customized relevant clinical and health economic information. + Work closely with the Lead, GA & Policy to execute Ontario external affairs plans and ensure needs are reflected in planning. + Identify and shape multi-stakeholder projects that are of interest to policy makers / public payers and that position AbbVie as a trusted and expert stakeholder. + Liaise with Market Access & HEOR team to support Ontario and Manitoba in providing policy makers/drug plan managers with customized relevant clinical and health economic information. + Work closely with the Lead, GA & Policy to execute Ontario and Manitoba external affairs plans and ensure needs are reflected in planning. + Responsible for developing the GA strategy and tactical plan in collaboration with the Lead GA and the Lead MA. + Manage the Ontario and Manitoba regional brands and corporate budgets. + Influence the development of provincial legislation and policy, leveraging customized value propositions in Ontario and Manitiba policymakers, where appropriate. + Work closely with the Lead MA to support financial cycle and ensure the tactical plan is aligned with the MA strategy. Qualifications Education/Experience Required + Bachelor’s degree in Commerce or Science. + At least seven years of experience in a similar role or in a role that would provide the skill requirements in oncology considered a strong asset. + Industry provincial/ government affairs/ market access experience (either provincial or federal), with previous involvement and success in securing market access for new products including negotiation experience with provincial Product Listing Agreements (PLAs). Provide field provincial PLA insights, PLA trends and mentoring to other MA in field team members. + Lead provincial or national GA policy issues and strategy development for new and existing products. Demonstrate cross functional leadership in implementation of an annual provincial MA and GA plans + Policy analysis experience and ability to support position papers and expeditiously respond in writing to proposed legislation and new health policies. + In-depth knowledge of Canadian health care system, more specifically in oncology: Canadian Agency for Drugs and Technologies I Health (CADTH), private and provincial governments drug approval processes + High-level public/stakeholder relationship experience with Ontario and Manitoba Oncology System and payers. + Knowledge of the healthcare landscape, including local /provincial payer and private healthcare environment and funding budget flows. + Demonstrated ability to effectively leverage knowledge of Pharmaco-economic, outcome research and real-word evidence principles. Essential skills & abilities: + Relationships building expertise with HTA, provincial payer stakeholders and key influencers including provincial healthcare policymakers, provincial government stakeholders, key national and/or regional medical associations and patient advocacy groups. Building strong and long lasting relationships with high level government (including Ministers, Deputy Ministers, Premiers Office) public healthcare policy influences. + Demonstrated ability to drive provincial health care policy issues and influence the development of provincial related healthcare legislation and policy, leveraging customized value propositions with provincial policy makers. Lead/support provincial government budget submissions on key provincial healthcare issues. + Stakeholder advocacy expertise and providing leadership with the internal cross functional teams to lead national and/or regional provincial policy. + Build strong relationships with high-level government (including ministers, deputy ministers, Premier’s offices); public health care policymakers, influencers; provincial and private payers. + Translate brand strategies into actionable and realistic GA & MA engagement plans to ensure a supportive regional policy environment for AbbVie oncology products. + Collect and share insights with MA team to support the development of value propositions addressing the policymakers and public health care stakeholders’ needs. + Ability to take key actions and demonstrate behaviors that support AbbVie’s core and leadership and brand teams behavior + Strong communication, presentation, and strategy development skills. Proficiency in writing is necessary. + Travel within Canada is approximately 25 % of the time. International travel is approximately 5% of the time. Valid driver’s license and passport are required. + Familiar with Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.). + Capability with video conferencing tools including Microsoft Teams and Zoom.
