The successful candidate will be responsible for leading Telesat’s engagement with regulators in the Middle East/Africa, with the aim to facilitate, obtain and protect market access and spectrum rights for Telesat’s satellites and services and in relation to ITU activities and other regulatory related requirements.MAIN RESPONSIBILITIESDirectly engage with national regulatory authorities in the regionSecure new licenses/authorizations and maintain existing ones, either directly or through a distribution channelPrepare documentation in support of the license/authorization application processEngage in complex negotiations in order to influence and optimize the domestic/regional regulatory frameworkProvide regulatory support to the commercial team and to the distribution partners for market access in the regionLead or support domestic/regional consultations/industry actions/coalitions that may impact Telesat market and spectrum accessRepresent Telesat in Middle Eastern and African regional forums such as ASMG and the ATU, and international forums such as the ITU-R to promote Telesat interests Assist with market access in other regions as requiredIdentify and develop proposals to ensure Telesat regulatory long-term interests are protected Provide key inputs to short and long range planning in support of corporate developmentEDUCATION & EXPERIENCE REQUIREDDegree in Engineering or other technical subjectMaster degree is an assetMinimum 10 years’ experience in satellite communications related to market access, domestic/regional regulatory framework/forums and the application of the ITU Radio RegulationsSPECIALIZED KNOWLEDGE, SKILLS AND ABILITIESTeam playerStrong technical, regulatory research and analysis skillsExcellent interpersonal, communication, negotiation and presentation skills. Excellent verbal and written skills in English, Arabic and/or French would be an advantage. Experience as company lead representative in international forumsAbility to work well in a cross-functional environmentAbility to exercise judgment and make sound decisions to drive processes to conclusionSelf-starter with good organizational skills and the ability to work independently and with limited oversightEffective management of multiple projects simultaneouslyDECISION MAKING & SUPERVISIONIdentifies, develops and implements solutions for domestic/regional market access/policy/spectrum developmentsMakes real-time decisions in domestic, regional and international regulatory forums to promote/protect Telesat’s interestsIndependent decision making within scope of responsibility that may not be subject to reviewThere is no direct reporting staff but the position is expected to draw on expertise of other subject specialists to insure Telesat’s interests are accurately promotedWORKING CONDITIONSTypical office or home office environmentPreferred location: Middle East or African regionTravel, often for extended periods and as the sole representative of TelesatPlease note this role requires government clearances, please ensure that you qualify when applying.
