**About the Program**
A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues.
The **Australia PNG Subnational Program** (APSP) is an enabling mechanism comprised of three separately designed programs including: Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP), and the South Fly Resilience Plan (SFRP) which is transitioning to the Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.
The APSP also includes the Subnational Governance Implementation Plan (SGIP) that proposes a scalable foundational delivery model of subnational engagement. The SGIP is referenced in the APSP Contract and Strategic Framework as the continuation of the current network of subnational advisers (SNA) in the Western Province, Highlands, Sepik’s and Morobe.
There are five high level outcomes which span all programs:
+ Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province
+ Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts
+ Output three: Technical assistance targeted at key institutions and policy reforms
+ Output four: Rapid programming of resources in support of DFAT priorities
+ Output five and six: Analysis, learning, and adaptation
Managed by Abt Global under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.
**About the Program Activity**
The **Western Province Partnership** (WPP) is a component of the Australia-Papua New Guinea Subnational Program (APSP). The objective of the WPP is for Australia and Western Province foster stronger ties and greater coordination to improve human and economic development, enabling infrastructure and regional security.
The WPP will work toward the realisation of the following end of program outcomes (EOPO) by 2026:
1. Women and men participating in program activities have diversified livelihoods from agriculture and fisheries.
2. Targeted communities collaborate to strengthen welfare, production, and resilience.
3. Women contribute to decision-making and take on leadership roles in targeted provincial, district, and community structures.
4. Policy and practice at provincial and district levels are directed towards delivery of minimum priority services.
The WPP is nested under the Western Province Strategy which aims to unify Australia’s development assistance and captures Australia’s whole-of-government engagement.
The Morehead Hub, a geographical expansion initiative of the WPP from the Daru Program Office, will provide improved access to program resources and activities for surrounding communities, implementing partners and government counterparts.
The range of activities to be implemented be from most programmed components. Emphasis will be on support to women and men in agriculture and livestock; community governance through small grant modalities and land use planning; gender empowerment and disability inclusion; WASH and Water Security; Ranger Program outreach and strengthened Provincial and District Administration Capacity (in rural development and agriculture).
**About the Opportunity**
The Manager will be responsible for:
+ The management, administration, functions and operations of the WPP Morehead Hub, including staff, assets, on-site security and facilities.
+ Ensuring facilities are maintained, cleaned and prepared for use by program beneficiaries, communities, implementing partners and government counterparts.
+ Ensuring the programmed activities are compliant with DFAT and Abt Associates policies and deliver on agreed objectives as set out in the APSP and Morehead Hub operations manuals.
+ Attending to and caring for new initiatives under trial such as climate smart research interventions, small-scale livestock projects, and associated activities that empower women and men through education, for food security, increased income and productivity.
+ The management of Hub staff and to quality assure subcontractors providing services in support of facility operations.
**Key Responsibilities**
The Manager will:
**Leadership Management, Administration and Operations**
+ Manage the administration, functions and operations of the WPP Morehead Hub, including staff, assets, on-site security and facilities.
+ Manage the day-to-day functions of the hub including the supervision, management and mentoring of staff and the work of relevant contractors.
+ Maintain an updated calendar of events for the utilisation of the facility ensuring accommodation, training facilities and meals are efficiently booked, planned and completed.
+ Where Hub facilities are outsourced at cost complete quotations for the use of the facility, including the provision of meals and accommodation. As required prepare statements of services and corresponding invoices for review by the Financial Manager.
+ Ensure coordination and management of hub activities are in accordance with the WPP Annual Workplan, Implementation schedule and WPP MERLA reporting requirements and timelines.
+ Manage, monitor and report on hub expenditures against planned activities and asset usage in a timely and efficient manner to ensure transparency and accountability in accordance with Financial Management and Procurement guidelines.
+ Liaise and coordinate with the Team leader, Finance and Asset Manager, EIP STA, EIP Manager, Security Coordinator and Working Group on a regular basis or as and when required to update monthly operational requirements.
+ Liaise with WPP Operations Team to coordinate travel and logistics for delivery of farm inputs and WPP personnel to and from hub in coordination with component leads, security coordinator, stakeholders and partners accessing the hub
+ Oversee hub usage, training and research-based information management system and associated monitoring arrangements (including formats) are in line with WPPs reporting and documentation processes.
+ Provide strategic advice to Team Leader on matters that may affect the achievement of the hub and EIP activity outcomes or the overall direction
+ Ensure effective coordination and management of hub to achieve intended outcomes of the program.
+ Report suspected or actual fraud, internally and externally, consistent with Abt Policy.
**Facilities**
+ Ensure the Hub facilities are maintained, cleaned and prepared for use by program beneficiaries, communities, implementing partners and government counterparts.
+ Manage the day-to-day upkeep of the training rooms, messing facilities, dormitories and administration building and provide budget and facility report as and when required by the management.
+ Manage the access and usage of the facility to ensure that it is hygienic for use as per program activities, stakeholders, partners and WPP staff.
**Training and Training Facilities**
+ Liaise with lead trainers for planned activities to verify people numbers attending the Hub to ensure catering, housekeeping and other relevant facilities are appropriately prepared.
+ Liaise with lead trainers to ensure training materials are provided and prepared for training activities.
+ Provide support and oversee the establishment and ongoing implementation of the hub, research trials and demonstration plots for learning and research purposes.
**Communications and Relationships**
+ Liaise with WPP Management/Advisers to ensure cohesion and integration WPP programmed activities to be implemented at the Hub.
+ Support the Team Leader to develop and implement a Communication and Outreach plan for the hub and surrounding communities.
+ Establish and manage effective relationships with Hub Working Group
+ With the Team Leader, establish and manage effective relationships with relevant government and community partners
+ Conduct awareness campaign and ensure accurate and ‘on message’ information is disseminated.
+ Manage grievances and conflict of interest.
+ Ensure that stakeholders (farmers, traders, manufacturers, government agencies, and civil society groups and donors) have knowledge and understanding of the purpose of the hub
**Finance, Administration & Compliance**
+ Ensure that financial procedures and controls in compliance with Abt operations manual, Hub Operations manual, Abt financial controls manual are in place and up to date for the operations of the hub.
+ Oversee Hub-based finance and administration systems are in place ensuring staff undertake duties to support financial management in timely, accurate and efficient manner. Taking accountabilities for all aspects of work produced and understanding the implications of the role on the work of the wider team.
+ Ensure hub program operations and logistics, including coordinating all fieldwork operations through the smooth and efficient administration of travel, accommodation, hire vessel/car arrangements, and coordination of the WPP’s vehicle and marine fleet movements.
+ Ensure key Program planning documents are up-to-date and in accordance with the priorities of the Program, as agreed with the Team Leader.
+ Provide operational advice to the Team Leader on emerging issues as they arise, including advising on possible ways to address issues and mitigate risks and take an active role in their resolution.
+ Collaborate closely with the WPP Daru and Port Moresby operations team within the established framework for uptake of services including procurement, logistics and transportation, which will enable effective delivery program activities under the WPP.
+ Work closely with WPP Daru Finance Team to ensure anti-fraud and zero tolerance to corruption leading practice on request for financial requests and payments to local service providers
+ Respond efficiently and effectively to enquiries from suppliers and staff in relation to the status of payments.
+ Oversee accurate and up-to-date office asset registry and trackers for use of program fuel, stationary and other consumables.
+ Develop preferred supplier lists for various goods and services and undertake small scale procurement as per procurement guidelines
+ Reviewing and maintaining cash advance register, petty cash and acquittals in liaison with WPP Finance and Operations Manager in Daru
+ Support with preparation for both internal and external financial audits
**Risk Management & Security**
+ Support the Team Leader to facilitate program annual risk and security planning; review risk and security plans quarterly and undertake ad-hoc risk and security assessments as required.
+ Manage implementation and compliance of approved risk and security management plans. Ensure compliance with Abt program risk strategies/plans and security strategies/plans.
+ Uphold high standards in work methods, following SOP’s, procedures, and OHS compliance
**General Duties**
+ Contribute to written and/or verbal reports and documentation as specified by the Team Leader.
+ Ensure consideration of the specialised needs and social impacts on women, children and persons with disabilities.
+ Support the design and delivery of effective monitoring, evaluation and learning strategies, including but not limited to the measurement of impact, including the baseline survey of communities accessing hub services and midline analysis of changes in income, yield, quality, and labour intensity (women).
+ Ensure the integrity of Abt Global at all times amongst all stakeholders.
+ Ensure hub operations and communications adhere to the WPP Strategic Communications Plan and branding guidelines.
+ Compliance with DFAT and Abt Associates policies.
+ Participate in communities of practice, as relevant.

**About You**
We are seeking an individual who will bring:
**Qualifications**
+ Tertiary qualifications in Business Administration, Project Management, international development or a relevant field with the ability to facilitate courses in a rural setting and manage staff, assets and resources.
+ Previous management experience in the hospitality industry is desirable.
**Knowledge**
+ Demonstrated knowledge of the hospitality industry, good governance, business management inclusive of GEDSI principles
+ Demonstrated understanding of the program delivery requirements of the Australian and PNG Governments, and/or transnational private sector organisations.
+ Understanding of the PNG context, particularly in a rural setting preferred.
**Skills/Experience**
+ Five years relevant experience in the hospitality industry and administration within complex environments.
+ Three years relevant experience managing a multi-functional team.
+ Demonstrated ability to proactively deliver results for the program.
+ Excellent administrative and operational skills and experience, including working knowledge of Microsoft Excel and Office and online project management tools.
