The Division of Administration/Office of State Travel has a vacancy. This job has an assigned pay grade of AS-620.
This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in the preparation or analysis of purchase or travel card transactions, program compliance, procurement, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in the preparation or analysis of purchase or travel card transactions, program compliance, procurement, or administrative services; OR
A bachelor’s degree plus four years of experience in the preparation or analysis of purchase or travel card transactions, program compliance, procurement, or administrative services; OR
An advanced degree plus three years of experience in the preparation or analysis of purchase or travel card transactions, program compliance, procurement, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Job Concepts
FUNCTION OF WORK:
To manage a statewide program specific to the Office of State Travel.
LEVEL OF WORK:
Program Manager.
SUPERVISION RECEIVED:
Broad direction from a State Travel Director. May receive supervision from equivalent or higher-level personnel.
SUPERVISION EXERCISED:
May provide functional or direct supervision over State Travel Analysts.
LOCATION OF WORK:
Division of Administration. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from State Travel Analyst 3 by the presence of managerial responsibility for the compliance program.
Differs from State Travel Director by the absence of administrative authority for all aspects of the programs specific to the Office of State Travel.
Examples of Work
Advises management on trends in the ability of regulated entities to maintain compliance with the rules and guidelines of the program; develops solutions to address systematic areas of concern.
Participates in policy development activities and performs programmatic functions necessary to support statewide compliance services.
Reviews rules, regulations, policies and procedures necessary for the integrity of the program; recommends changes as needed.
Initiates, reviews and approves requests for exemptions, agreements and/or Memorandums of Understanding.
Develops RFPs for the compliance program, which may include requirements for contracted vendors and reporting systems.
Formulates current and long-range plans, procedures, and policies for the program.
Clarify policies and procedures as necessary. Ensures entities are advised of policy changes; may review agency policies and procedures to ensure alignment.
Provides analysis of program or agency-specific policy requirements.
Oversees activities of the program through subordinate agency program administrators including operations, organization, budget funding org/account codes, quality assurance, and special projects.
Monitors quality and quantity of program usage, and regularly evaluates progress toward meeting the objectives and deliverables of the programs.
Oversees the preparation of detailed reports relating to special projects and assignments.
Review and approval of all agency's internal policies and procedures related to the program.
Provides training on all vendor software for program maintenance, reporting, reconciliation and compliance functions for all agency program administrators.
May conduct spot checks for compliance with program requirements, limits, codes, etc.
As needed, assists agencies with establishing internal controls, policies and procedures.
May conduct more sensitive reviews, investigations or handle matters of great confidentiality related to the program.
