General Summary
The Outside Plant Construction (OSP) Engineering Permit Manager is responsible for ensuring that the company obtains all necessary permits and approvals for the construction and maintenance of outside plant (OSP) facilities and permit design packages, covering all permits associated with FTTP, MDU, MTU, SMB/Enterprise and BAU work scopes. This role requires strong project management skills and the ability to collaborate with multiple internal and external stakeholders.
Essential Duties/Responsibilities
Reviews, coordinates, processes, and verifies compliance with rules, regulations, and legal requirements applicable for all permits required from approving agencies for the placement and installation of fiber optic cable networks.
Researches, obtains, and maintains all applicable permit data and information associated and required for successful permit submission and approval.
Manages all OSP engineering permit packages in preparation for submission to local entities.
Manages permits for multiple projects concurrently and tracks their progress.
Communicates with permit approving agencies to confirm timelines, proper procedures, and documentation requirements are met.
Prepares and submits all required permit applications and associated documents to approving agencies.
Ensures accuracy of project data and confers with project manager to provide project updates.
Utilizes key performance indicators to provide meaningful and timely reports to management regarding the permit process.
Identifies and implements continuous process improvement initiatives to optimize service delivery efficiency.
Acts as client interface for permit status and issue resolution.
Tracks the impact of changes and delays on permit processing timelines and adjusts schedules accordingly.
Interviews, hires, trains, evaluates and terminates subordinate personnel.
Directs subordinate personnel, and actively participates as necessary, in achievement of responsibilities and objectives.
Works on regularly scheduled days as well as unscheduled days and/or beyond regular work hours due to customer or operational demands, as needed.
Adheres to all Company standard procedures, policies and safety practices in the course of performing work activities.
Other duties as assigned.
Job Requirements
Bachelor’s degree in science, technology, engineering or mathematics preferred, and 3+ years of OSP Permitting experience in either the engineering, construction, architecture, or telecommunications industries; high school diploma or GED required; or equivalent combination of education and experience.
Experience with and understanding of wireless technologies, such as 3G, 4G, 5G, LTE, BTS, iDAS/oDAS, Small Cell, VoLTE, IOT, Microwave, NOC, BTS (Base stations), and fixed wireless.
Experience with and understanding of wireline technologies, including fiber, outside plant (OSP), switching (MSC, CO), transport and provisioning.
Expertise in joint pole use management, utility pole permitting processes, make ready, and pole attachment for node attachments and field construction.
Able to identify all types of construction methods within ROW, identify assumed public ROW, and visually identify existing utilities, as well as having basic knowledge of make-ready construction.
Familiarity with coordinating ROW issues and managing OSP for aerial CATV and Fiber Optic networks.
Knowledge of National Electrical Safety Code (NESC), Rural Utilities Service codes (RUS), and building code requirements.
Proficient in coordinating fiber builds involving power companies, CLEC’s, ILEC’s, Telco’s, and third-party attachers, and pole construction, as well as joint use engineering utility/telecom processes and JPA documents.
Familiarity with optical transport equipment and telecommunication infrastructure.
Ability to manage permitting processes, including highway, railroad, city, county, state, and municipal requirements for telecommunications construction.
Local knowledge of traffic control permitting requirements.
Firm grasp on scheduling methodology and permitting timelines, understanding of the project life cycle as defined by the Project Manager, and ability to apply project management concepts and methodologies.
Knowledge and experience with telecommunications engineering standards, with previous FTTP, MDU, MTU, SMB/Enterprise, and BAU design or project management experience preferred.
Capable of identifying issues in the design that would have a potential impact on network buildout and able to collect necessary data from the field for determining a design including all necessary OSP features.
Knowledgeable in GO 95, GO 128 and/or NESC requirements, FTTP architecture, cable design and terminal placement, interpreting cable or substructure designs, and telecommunications construction techniques.
Expertise in Microsoft Office programs and Adobe Acrobat. Working knowledge of Google Earth/Maps.
Highly organized, self-starter, and detail-oriented with excellent time management and strong attention to detail.
Possess strong professional written, verbal, and interpersonal communication skills, including the ability to negotiate, build consensus, and provide solutions to problems.
Ability to take direction with ease, including changes to schedule and workflow priorities, and work independently or as a team member.
Critical thinking skills to make assessments and provide solutions to problems.
Working Conditions
The employee remains in the sitting position for prolonged hours. Employee is occasionally required to stand, walk, use hands to handle or feel objects, tools or controls; reach with hands and arms; talk and hear. Employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
Working conditions may include being in an open (shared) cubicle/workspace area.
