Reporting to the Senior Manager, the Manager, Planning will lead a team of professionals in processing, evaluating and making recommendations on planning matters and development applications made pursuant to the Planning Act. The Manager will also provide professional planning advice to Council.
What can I expect to do in this role?
As the Manager, Planning you will:
Lead a team of professionals, including technical review staff on the district team from other sections and departments, to efficiently coordinate and process a full range of development applications.Ensure stakeholder and public input, appropriate technical review, analysis and evaluation in accordance with all legislative requirements, and ensure that the town’s policies and standards are met.Provide leadership, supervision and work prioritization to ensure effective service delivery, fiscal responsibility, and community needs are met.Manage HR matters within a unionized environment, including staff recruitment, training, coaching, and performance evaluation responsibilities. Oversee the processing of development applications, ensuring compliance with legislative requirements and alignment with town policies and standards.Lead and coordinate the preparation of reports on development applications and other planning matters.Where necessary, represent the department at Council meetings, regional and agency meetings, committee meetings, and public meetings and respond to stakeholder and public comments and inquiries.Attend Ontario Land Tribunal (OLT) hearings as an expert witness and mentor staff in preparation for OLT hearings.Ensure co-ordination of posting development applications to the website and regular updates to the website as required.Assist in the development and management of the annual departmental budget.Establish the overall goals and objectives for the Planning District, develop the work program, identify areas of improvement and change.Monitor the status of business plan objectives and budgets on an ongoing basis.Manage the District’s earned revenue, including monthly, quarterly and annual reports.Oversee tracking of planning files in AMANDA, ensuring regular updating, improvements, and co-ordination with finance and the strategic business support group on application forecasting fees and earned revenue for budgeting.Manage the administration of the district team, including overseeing the administrative support staff, ensuring support for their work, and providing ongoing training.Continually assess and recommend improvements to current corporate development review policies and practices to ensure compliance with legislative requirements, Council direction and current trends. Administer short-term studies related to development processing issues that assist in processing development applications.Respond to development inquiries from the public, landowners, consultants, development industry, other public or private agencies, and Council.Liaise with other municipalities and departments on various planning related matters and participate by providing planning and research input.Develop, track, and prepare annual reports on key performance indicators to support operational objectives.Map and document key processes; monitor consistency in services provided; identify opportunities for improvement, implement and monitor results; oversee the production of procedure manuals.Performs other duties and special projects as assigned.
How do I qualify?
A bachelor’s degree in urban planning or other related field, along with a minimum of 8 years of progressive leadership experience.Full membership in OPPI is required, and full membership in CIP is an asset.Highly developed understanding of municipal government and service delivery.Demonstrated knowledge and effective application of urban planning best practices.Proficiency in Microsoft Office Suite and Planning technology systems/platforms.Self-motivated, detail-oriented and adaptable, with strong organization skills and the ability to manage multiple tasks in a fast-paced team environment.Excellent written and verbal communication, problem-solving, time management, organizational, and research skills, combined with creativity and innovative approach to problem solving.
Strong political acuity, sound judgment, and discretion when handling confidential information.
