Position Summary Information
General Summary
TheManager, Production Asset Reliabilitymanages and administers activities of the Production Support Division’s Asset Reliability Section and leads the Production Department Reliability Centered Maintenance ( RCM ) program initiatives. This role also supervises employees responsible forexecution of projects and development of strategies to achieve overall asset life-cycle cost reductions.
Essential Functions
+ Provides overall management and guidance to the Production Department Asset Management steering committee
+ Collaborates with cross-functional staff (engineers, maintenance technicians, operators, asset strategy managers, etc.) to identify maintenance, operations and capital improvement opportunities
+ Analyzes asset failure data against standards, develops new maintenance procedures/strategies, and collaborates with Production Department stakeholders to implement recommendations
+ Establishes asset reliability policies and procedures for the Production Department
+ Creates and/or reviews summary reports related to asset reliability; critically reviews these reports, and analyses CMMS data to recommend response actions, when appropriate
+ Reviews and performs analysis of various Production process operating and maintenance costs, for economic comparisons, to recommend Production process equipment upgrades and/or process modifications
+ Reviews plans and specifications associated with Production related design and construction work
+ Oversees projects and provides project updates
+ Identifies resource requirements and activity performance data for the programs and activities of the Division to support budget preparation
+ Assists with preparing the annual fiscal budget reports and various financial monthly and annual reports
+ Participates in the long-range planning efforts to maximize performance while minimizing cost and environmental impact
+ Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
+ Drives a vehicle to conduct WSSC Water business
Other Functions
+ Serves as Acting Production Support Division Manager, when needed
+ Attends necessary meetings and follows through on recommendations
+ Performs other related duties, as assigned

Required Knowledge, Skills, And Abilities
+ Ability to communicate effectively both verbally and in writing
+ Ability to create, prepare and effectively present technical and administrative reports, both verbally and in writing
+ Ability to work cooperatively with subordinates, peers and supervisors in a team-based environment
+ Ability to plan, direct and supervise the work of engineers, project managers, operations and maintenance specialists, and administrative staff
+ Working knowledge of the principles and practices related to asset management
+ Thorough knowledge of sound engineering principles and practices, and their application to operation and maintenance of water/wastewater Production processes
+ Comprehensive knowledge of the water/wastewater industry, electrical/mechanical trades; and associated repair/replacement scenarios
+ Considerable knowledge of industrial machines, equipment, materials, tools, and equipment of the electrical/mechanical and instrumentation trades
+ Ability to make engineering computations, estimates, and designs; able to review and interpret engineering plans and specifications
+ Proficiency with Microsoft Office applications
+ Thorough knowledge of the principles and practices needed for effective Computerized Maintenance Management System ( CMMS ) use, such as Oracle WAM
+ Knowledge of equipment diagnostic, and condition assessment, tools and methods for electrical/mechanical equipment
+ Ability to work from drawings, schematics, and specifications and interpret blueprints, plans and schematics
+ Ability to exercise good judgment in planning and detailing maintenance work; interpret and evaluate the need and cost of contracted services
+ Ability to analyze and prepare maintenance plans and specifications; conduct failure analysis investigations and prepare comprehensive reports; develop solutions to maintenance problems through the use of asset management strategies
+ Ability to evaluate, audit, deduce, and/or access data and/or information using established criteria
+ Ability to assess and balance workloads and project assignments
+ Ability to establish and maintain good working relationships
Minimum Education, Experience Requirements
+ Bachelor’s degree
+ 6+ years’ engineering experience in water, wastewater, or similar industrial operations
OR
+ High School diploma or equivalent
+ 10+ years’ engineering experience in water, wastewater, or similar industrial operations
Additional Requirements
+ Possession of a valid driver’s license with no more than 4 points and ability to obtain a WSSC Water driver’s permit within 90 days of hire or transfer
+ Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
Preferences
+ Certified Maintenance & Reliability Professional ( CMRP ) certification
+ Certified Maintenance & Reliability Technician ( CMRT ) certification
+ Certified Asset Management Assessor ( CAMA ) certification
+ Supervisory experience
+ Design and/or construction experience with water/wastewater projects
Salary$118,178 - $201,222
