The Regulatory Compliance Manager is accountable for pipeline and terminal asset regulatory compliance subject matter expertise and consulting support for all DKL regulatory stakeholders, Federal and State. Lead and oversee all aspects of development, execution, and ongoing support of DKL Pipeline Compliance Programs, including Operations and Maintenance, Operator Qualification, Public Awareness, Damage Prevention, Integrity Management, Control Room Management, Emergency Response, Drug and Alcohol and other related plans. The position also oversees general management of pipeline ROW as well as land easement/encroachment agreements in collaboration with other company personnel.

Enforce and maintain company safety policies and procedures, and ensure compliance with all federal, state, and local laws and regulations. Oversight of all compliance activities relating to Federal and State requirements for liquid and gas midstream services; this focus is primarily DOT/PHMSA compliance with 49CFR195 and 49CFR192 and the Texas Railroad Commission. Perform facility jurisdictional delineations, code interpretations, compliance audits, and process assessments to ensure effective and sustainable implementation of regulatory requirements are met Serves as the direct interface between DKL and regulatory agencies, Lead DKL preparation for PHMSA and state inspections, including providing guidance for any pre- and post-inspection agency correspondence. Analyze pending and upcoming changes to PHMSA and associated state pipeline safety regulations to ensure DKL is prepared for future compliance requirements. Develop and communicate impact summaries of future regulatory changes to DKL leadership. Conduct training for DKL stakeholders and personnel on a variety of pipeline and terminals regulatory topics and compliance programs. Audits internal compliance; and verifies that procedures, work practices, record keeping and reporting are followed and meet regulatory requirements. Performing Field audits to aid field operations in the identification and remediation of possible compliance related items. Maintaining required Federal, State and Company records and maintaining department databases to ensure complete compliance. Custodian and manager of T4, P5 and other related permits for Texas Railroad Commission and other state pipeline safety regulatory agencies. Oversees ROW renewal and rental payment books. Monitors and controls ROW maintenance expenditures and provides projection reports. Provide guidance for the completion and submittal of required accident/incident reports, pipeline and terminal safety related condition reports and abnormal operating condition reports as requested. Management of the public awareness and damage prevention programs to ensure compliance with API 1162. Mentor and coach junior engineers, technologists and technicians. Provide analytics and other information and feedback to management.
