The Deschutes County Road Department is responsible for the development, operation, and maintenance of the County road system, consisting of approximately 900 miles of roadway. ABOUT THE JOB:
The Operations Manager directs the staff and operations for the Operations Division of the County Road Department (CRD). This includes managing road maintenance and repair operations, as well as assuring that programs and special projects meet CRD goals, specifications and quality standards. The Operations Manager also assures operations are in compliance with state and federal regulations and County policies and procedures.
Key Responsibilities:
+ Manages and schedules staff; prioritizes and assigns tasks and projects; instructs and trains staff, monitors work, develops staff skills, and evaluates performance; analyzes workload trends and develops staffing and assignment adjustments; assures that projects are completed to meet CRD goals and standards.
+ Manages maintenance activities and project budgets to maximize utilization of personnel, resources and equipment; inspects construction and maintenance projects to assure work quality, and effective use of resources; assures that jobsites and work zones comply with laws, regulations, and safety standards.
+ Coordinates CRD projects and operational issues with County Departments, regional and state agencies, general public, and stakeholder groups.

+ Principles of design, construction, and maintenance of road repair and maintenance projects.
+ Budgeting and cost accounting.
+ Vegetation management.
+ Techniques and practices for efficient and cost-effective management of resources.
+ Local community issues and regional community resources available to citizens.
Skill in:
+ Researching issues, analyzing findings, evaluating alternatives, and developing recommendations.
+ Managing staff, delegating tasks and authority, and coaching to improve staff performance.
+ Establishing and maintaining cooperative working relationships with co-workers, partners and community stakeholders

Compensation
$8,646.07 to $11,586.55 per month for a 172.67 hour work month. Excellent County benefit package when eligible.This position will be available in April 2025.

Minimum Qualifications
+ Associate's degree in Engineering, Business or Public Administration;
+ AND five (5) years of experience in road maintenance and project management in the public sector, including managerial experience;
+ OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
Necessary Special Requirements
Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.
