New hires are eligible to apply 30 days after their effective hire date. Opening: The Metropolitan Transportation Authority is North America's largest transportation network, serving a population of 15.3 million people across a 5,000-square-mile travel area surrounding New York City, Long Island, southeastern New York State, and Connecticut. The MTA network comprises the nation’s largest bus fleet and more subway and commuter rail cars than all other U.S. transit systems combined. Position Objective: This position will work with the Director to coordinate with the City and State to implement policy programs that increase investment in MTA facilities through changes in zoning or other coordinated development programs, joint development opportunities or value capture districts. This position will also assist in analysis and implementation of fare/toll policy. Responsibilities: + Work on high-profile initiatives for MTA executive leadership to improve MTA’s economic efficiency, service quality and overall performance. + Lead in managing Strategic Initiatives effort towards realizing ‘best practices’ (i.e. HR processes, operational work processes, workers compensation management, availability management, etc.) in HQ and agency decision-making processes, particularly with regard to responsibly managing operational and administrative costs. + Identify and explore opportunities to direct land use development in relation to impacts on the MTA transportation system with guidance from Sr. Director of Strategic Initiatives. To develop these opportunities, the position must gather and analyze data on MTA ridership, current and future land use, infrastructure needs, in order to inform MTA, City and other regional policy-makers on MTA projects and the relationship to land use, zoning and development. + Review the fare compliance program to meet MTA’s financial, mobility and public policy objectives. Work with Sr. Director and agency staff to analyze fare compliance approaches present alternatives to senior management. + Design and conduct analysis of fares and tolls options as the MTA transitions to new fare media. Examine many aspects of MTA's fares and tolls options including the economic impact of MTA's fare on affordability and mobility in the region; the relationship of fares to operating and capital expenditures and desired modifications of fare structure in light of New Fare Payment technology. Coordinate with agency staff to conduct these analyses. + Solicit and present data, concepts and issues from a variety of MTA and other data sources (e.g. internal and external benchmarks, government databases,) to make the case for potential performance improvement opportunities. Design and conduct analysis that lead to recommendations to senior leadership and the MTA Board. + Other duties as assigned. Required Qualifications: + Able to identify issues across many disciplines (land use, service planning, capital program funding, legal, etc.) to assist in the development of creative solutions and new ways of doing business that result in the best outcome for the MTA. + Strong interpersonal skills with an established record of working in environments that require group consensus and cooperation among people with no direct reporting relationship to the position. + Must be able to follow through with implementation in a complex organization and assess need for adjustments to achieve success. + Possesses excellent communication skills, both oral and written, as well as excellent quantitative, analytical and problem-solving skills. Has talent to discern different contexts and audiences and to reach consensus on strategy. + Capable of building a strong and successful network, developing new relationships and influencing decision-makers. Demonstrated leadership skills in team and/or group settings. Able to prioritize among competing needs and opportunities and manage multiple projects at the same time. Required Education and Experience: + Bachelor’s degree. An equivalent combination of education and experience may be considered in lieu of a degree. + A minimum of 5-6 years of professional experience. An advanced degree may substitute for 2 years of experience. Other Information May need to work outside of normal work hours (i.e., evenings and weekends) Travel may be required to other MTA locations or other external sites. According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”). Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
