Salary Range:  $102,183.00 (Min.) - $132,838.00 (Mid.) - $163,492.00 (Max.)

Job Summary

The Manager, Strategic Investments is responsible for prioritizing, organizing, leading, and executing strategy and investment program planning, program design, and project management functions necessary to achieve organizational strategic goals.  The position collaborates with senior management to understand L.A. Care’s organizational goals/needs and make informed investment decisions.

 

This position manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.

Duties

Collaborate with internal and external stakeholders to develop and integrate the investment strategy across multiple initiatives and funding streams to achieve key outcomes and inform long-term planning.

 

Manages complex projects, engaging and updating key stakeholders, developing timelines, leads others to complete deliverables on time and ensures implementation upon approval.  Responsible for the investment project risk mitigation by addressing any issues that may lead to delays or project non-compliance.  Meet with team members on a regular basis, at least bi-weekly, to review project progress and to review project next steps.  Coaches team members on investment project development and execution activities.  Plans and implements systems and procedures to maximize operating efficiency and achieve strategic priorities. 

 

Manage performance improvement activities. Actively identifies and implements efforts to improve the quality, effectiveness and efficiency of investments.  Support senior management in the development of investment strategy and solicits feedback from key stakeholders.

 

Manage execution of incentives and investment agreement contracts for programmatic and operational support.  Ensure execution of appropriate deliverables within agreed-upon timeframes, desired performance and budget.

 

Manage staff, including, but not limited to: monitoring of day-to-day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and system enhancements, among others.

 

Develop goals, objectives and actions plans for assigned staff, which includes full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees.

Duties Continued Education Required Bachelor's Degree in Public Policy or Related FieldIn lieu of degree, equivalent education and/or experience may be considered.Education Preferred Master's Degree in Public Policy or Related FieldExperience

Required:

Minimum of 5 years of experience in health care programs related to safety net providers and low-income populations or in the publicly sponsored program space.

 

Minimum of 3 years leading staff or supervisory/management experience and delegating and organizing the distribution of project and work assignments.

 

Experience in Medicaid, Medicare, or other government medical programs for underserved populations, including women, children, and those of diverse ethnic and cultural backgrounds.

 

Equivalency: 

Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.

 

Preferred:

Experience working directly with Los Angeles safety net providers (including physical health, behavioral health, homeless services, and/or other Community-Based Organizations).

Skills

Required:

Understanding of the Los Angeles County safety net provider community in order to effectively drive strategic partnerships and build lasting relationships.

 

Knowledge of health care delivery and finance and its impact on the safety net.

 

Excellent verbal and written communicating skills; excellent interpersonal skills.

 

Proficiency in MS Office applications.

 

Ability to solve complex problems/issues and identify creative solutions with internal and external stakeholders.

 

Preferred:

Bilingual in one of L.A. Care Health Plan’s threshold languages is highly desirable. English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese
