Overall Job Summary

This position is responsible for managing the regional transportation planners, the Transportation Management System (TMS) processes, including qualification, selection, standardization, and evaluation of Tractor Supply Company’s core network of domestic transportation service providers and carrier rate/contract updates. This position also performs strategic analytical studies for logistics/transportation system optimization.

Essential Duties and Responsibilities (Min 5%) Develops business rules and integrates Transportation Managements System (TMS) with existing transportation and logistics processes. Assists the VP of Transportation with establishing inbound transportation budgets Manage monthly inbound domestic transportation costs against established budgets to identify possible areas of improvement. Assists Planning and Analysis in strategic planning studies by providing service and cost parameters that will be used by Analysts for any logistics study Provide direction to Planning and Analysis to establish metrics and publish reports on Transportation carrier service, effectiveness and goal attainment. Provides recommendations for development of and compliance with transportation policies, procedures and programs Establishes and modifies business rules for ongoing process improvement including single sourcing vendor ship locations, modification of assigned ship or delivery days, carrier service requirements etc. Develops transportation system requirements for inbound freight movement to ensure the highest of service while maintaining lowest possible expense per mile/load within budgetary consideration for TSC DC's and stores.  Qualifies Truckload (TL), Less-Than-Truckload (LTL) and Intermodal (IMC) service providers for TSC and Del’s inbound network. Assists in the negotiation and management of contracts for all domestic transportation programs (including LTL, TL and Intermodal) Monitors and evaluates Carrier performance to insure quality, consistency, reliability, and cost efficiency Assists and trains transportation planners, senior transportation planners, and others in administration and use of TMS     
  Required Qualifications

Experience: Minimum 6 years related experience preferred; combination of education and experience will be considered.     

Education: Bachelor’s degree in business or logistics and transportation preferred.
 

Preferred knowledge, skills or abilities Knowledge of computers and computer applications Ability to train and assist new personnel on the TMS system Ability and proficiency in Microsoft Office software Capable of working in a cross-functional environment
