New hires are eligible to apply 30 days after their effective date of hire. SUMMARY: The Manager of Collective Bargaining supports the research, planning, drafting, and negotiation of labor contracts. They provide guidance on interpreting and administering collective bargaining agreements, labor policies, practices, and regulations for both represented and non-represented employees, and recommend solutions to related issues. The manager collaborates with operating departments, Human Resources, Timekeeping, Payroll, Employee Benefits, and other divisions to implement collective bargaining agreements. They also address daily inquiries and issues related to compensation and benefits under these agreements. Additionally, the manager assists with overseeing the Religious Accommodation Process for New York City Transit and handles requests for religious accommodations. RESPONSIBILITIES: + Assist in the research and development of bargaining proposals and strategies for negotiations and draft collective bargaining agreements. + Provide direction to various levels of management in the interpretation and administration of labor contracts, rules, regulations and resolutions. + Coordinate the implementation of collective bargaining agreements and integrate labor agreements into existing collective bargaining agreements. + Respond to every day inquires and issues related to the delivery of compensation and benefits associated with collective bargaining agreements. + Evaluate and respond to religious accommodation requests and coordinate implementation with Departments. + Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. + Other duties as assigned. KNOWLEDGE, SKILLS, AND ABILITIES: + Must have knowledge of NYCT labor contracts, Civil service Law, Labor Law, conflict resolution strategies, NYCT rules and regulations governing all employees. + Must have general knowledge of administrative procedures. + Strong writing and PC skills. + Excellent communication and interpersonal skills. + Excellent organizational and presentation skills. + Demonstrated ability to work with all internal levels within a given organization. + Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities. + Demonstrated ability to work in a high-profile, high-pressure environment effectively. + Demonstrated ability to communicate effectively with key internal and/or external stakeholders. + Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility. + Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible. + Demonstrated analytical capabilities and quantitative skills. + Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook EDUCATION AND EXPERIENCE: REQUIRED + Bachelor’s degree in Labor Relations, Public Administration, Law or an equivalent combination of education and experience. + Minimum six (6) years related experience. + Minimum of three (3) years of managerial or supervisory experience. + Demonstrated supervisory and/or leadership abilities PREFERRED: + Master’s degree in Labor Relations, Public Administration or Law. + Juris Doctorate + At least 3 years in a managerial and/or leadership role. + Prior experience working in a large, multi-faceted, fast-paced organization or governmental body. + Attainment of or in the process of attaining specific functional licenses or certifications in area of specialty if applicable. + Attainment of or in the process of attaining P.E. license from New York State. + Familiarity with the MTA’s policies and procedures. + Familiarity with the MTA’s collective bargaining procedures.
