The Tactical Fighters Business Unit is seeking a Manager Contract Admin 3 to support the BU Director, Contracts on a variety of contracts within the Advanced Tactical Programs Organizational Unit (OU) portfolio. Manager will report directly to the Director of Contracts for the Tactical Fighters Business Unit in support of the production and development of a critical new technology. These programs have a high level of concurrency, and the successful candidate will regularly make use of creative problem-solving skills to address internal and external customer needs. The selected candidate will oversee and direct the daily activities of the Contracts professionals, and Manager engaged in these activities to ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer requirements. The successful candidate will be self-motivated and be able to work independently, demonstrating strong leadership, organizational and interpersonal skills.
This position is based in Linthicum, MD and you are expected to work onsite full-time. Candidates must have at least an active Secret clearance to start.
What You Will Get To Do:
As the Contracts Manager of the Advanced Tactical Programs OU, you will be responsible for:
Leading your team in the preparation, administration, negotiation, and closeout of standard and non-standard contracts
Assisting your team to prepare and negotiate proposals and manage contract changes to achieve target profit rates and favorable terms and conditions to assist in meeting profit and cash goals
Providing regular internal and external customer support to provide for proper contract acquisition in accordance with company policies and procedures, legal requirements, and customer specifications
Acting as an advisor to the Program OU Director and subordinate supervisors or staff members to meet schedules and resolve technical or operational problems
Development of overall objectives, strategy, and long-range goals of the Contracts organization
Solving complex problems by actively seeking information and new ideas from a variety of sources
Preparing summary information for Executive Management at weekly and monthly status meetings
Responsibilities will include activities such as:
Providing reviews and summaries of program and performance requirements and delivery schedules to ensure accuracy and completeness. This will include regular Sector and Division briefings
Helping to prepare compliant proposals and other deliverables for on-time customer submittal
Advising program management and Executive management of contractual rights and obligations
Compiling and analyzing data
Maintaining and clearly communicating historical contract and program performance information
Leading, managing, and developing a team by providing guidance based on organizational goals and company policy
Leading your team towards program success by providing objective-oriented direction in accordance with management guidelines & overall practices and procedures
Qualifications:
Basic Qualifications:
Bachelor’s Degree from an accredited institution with 10+ years of relevant experience or Master’s Degree with 8+ years of relevant experience in contract administration/management. We will also consider 14 years of relevant experience in lieu of a degree.
Working knowledge of FAR/DFARS
Excellent oral and written communication skills and the ability to interface with all levels of employees and management
Knowledge and experience using Microsoft Office Suite of Applications
Active U.S. Government Secret Security Clearance
Preferred Qualifications:
Knowledge of and ability to use SAP
Proven leadership skills, interpersonal skills, and ability to mentor and train assigned staff
Knowledge of and experience with Production and Development programs
Excellent problem-solving and decision-making skills to resolve problems and minimize risk to the Corporation
Background in DoD contracting, prior experience with the USG and/or major defense contractor customers
Proposal development and negotiation skills and the ability to build strong customer relations

Salary Range: $147,500.00 - $221,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
