Let’s be better together.Job Summary:Manage the integration of new data sources, the Enterprise Data Lake, Enterprise Data Warehouse, and views and data marts according to established principles that reinforce the Enterprise Data Pipeline. Manage the Data Science team and support the growth and development of each individual on the team. Collaborate with departments across the enterprise to meet the enterprise data pipeline to enable data driven decisions across the organization.This is a FT hybrid position based in Portland, Oregon. Pay Range$117,580.79 - $149,914.47 annually (depending on experience). *Actual pay is based on qualifications. Applicants who do not exceed the minimum qualifications will only be eligible for the low end of the pay range.

Primary Functions:
+ Create and maintain an Enterprise Data Pipeline Road map, collaborating with key stakeholders to triage projects and balance workload across functional units.
+ Create and sustain department standards for the Data Science Team
+ Ensure department standards, goals, objectives and results are achieved by leading, training, delegating, coaching a diverse team to meet company objectives.
+ Lead the Data Science team in consistent collaboration with IT leadership and IT team members in support of optimizing data and data related technology solutions.
+ Ability to lead an interdisciplinary team of onshore and offshore team members with diverse backgrounds, varying skill sets and all levels of experience.
+ Manage the sustainment of the Data Lake and Enterprise Data Warehouse including development and implementation of other data delivery projects to meet the data needs of over 150 internal data users and to improve the profitability of the company.
+ Direct the Data Science team in the development of automated reports on load run times, data quality and completeness, and other activities from the data science team. Collaborate with other teams as appropriate to support the development of on-going support for financial, utilization and clinical reports to meet the needs of internal and external customers.
+ Manage efforts to provide eligibility and data feeds to third party point solutions; timely and accurately.
+ Lead efforts to incorporate third party point solution data into Moda’s Enterprise Data Pipeline
+ Support the creation and execution of advanced analytical projects including AI, Machine Learning, and other techniques as appropriate to improve customer satisfaction, financial results, and the operational efficiency of the company.
+ Lead and provide training opportunities for data users across the company to better understand the data, analytical tools and industry best practices to improve the organizational capacity through learning and skill growth.
+ Identify and advocate for data science investments where machine learning, visualization, and advanced analytics will improve Moda’s competitive position, member engagement, and health outcomes
+ Establish, advocate, and maintain Data Governance principles and organizational capability and Data Quality efforts to improve the usability of data from internal and external sources and lead the Data Science team to automate the ongoing monitoring of data quality.
+ Manage onshore and offshore teams to ensure projects are completed in a timely and efficient manner.
Required Skills & Experience:
+ Bachelor’s degree or higher in Mathematics, Computer Science or related field.
+ Demonstrated ability to lead an interdisciplinary team of Data Engineers, Data Scientists and Data Analysts with diverse backgrounds, varying skill sets and all levels of experience.
+ Passion for finding challenging opportunities, leading, building and implementing data driven solutions to solve real business problems.
+ 3+ years of architecting and sustaining Data Warehouses and Business Intelligence solutions.
+ Ability to communicate complicated data, technology and analytical solutions to all audiences, including executive management.
+ Demonstrated ability to plan, organize and prioritize departmental assignments to ensure established guidelines, timeliness and quality goals are met.
+ Understanding of and experience with data modeling principles, documentation and tools.
+ Working knowledge of visualization and reporting tools like PowerBI, SAS, Reporting Services, and Tableau.
+ 3+ years of experience with SQL
Preferred Skills & Experience:
+ Experience working with healthcare data.
+ Working knowledge of Agile methodology.
+ 5+ years of experience working with large data sets, both structured and unstructured, using programming languages such as Sql, R, Python, SAS, etc.
+ Knowledge of Data Management best practices in the areas of Data Governance, Data Quality, Master Data Management (MDM) and Reference Data Management, Meta-Data Management and the Data Management Maturity (DMM) model.
+ Experience with Azure DevOps
+ Experience with migration to cloud based systems
+ 3+ years of experience supervising employees
+ 5+ years of experience in data mining, analysis, and visualization, machine learning, statistical modeling and underlying methods and tools.
Contact with Others & Working Conditions:
+ Regular communication with executive teams, internal customers from all departments, external business partners, outside vendors of technology and business solutions, and professional organizations associated with job related skill development and current trends in technology.
+ Office environment with extensive close PC and keyboard work, constant sitting, and phone work. Must be able to navigate multiple screens. Work in excess of 40 hours per week, including evenings and occasional weekends, to meet business need.
