The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Project Background:
With the objective of reducing maternal, child, and overall mortality from hypoxemia related cases, WJCF, under the guidance of health departments in the states of Madhya Pradesh (MP), Chhattisgarh, and Punjab is supporting initiatives to strengthen prevention and diagnosis practices and improve the supply and use of high-quality oxygen services. To that end, the Essential Medicines and Oxygen (EM&O2) program focuses on the following key elements:
Effective planning and strategies to manage oxygen systemsAffordable, efficient, and high-quality oxygen procurement and distribution systemsImproved clinical administration and technical management of oxygenImproved information systems and monitoring for oxygen accessAt the national level, WJCF is supporting the Ministry of Health and Family Welfare (MoH&FW) to coordinate with the state health leadership to ensure availability and access to oxygen and build human resource capacity on use and administration of oxygen. The Program supports the state health and facility level leadership to strengthen governance structures, ensure optimal maintenance and upkeep of oxygen assets, and build capacity for management of assets and provision of clinical care. Through this support WJCF expects to ensure prevention, early diagnosis and timely access to high quality medical oxygen to manage hypoxemia cases in conditions such as pneumonia, maternal, neonatal, and paediatric care, acute or seasonal respiratory ailments, at intensive and high-dependency units and for trauma / emergency care, while ensuring adequate preparedness to manage surge of Covid-19 cases.
Position Summary:
The Manager, EM&O2 will collaborate closely with the Program Leader to drive strategic initiatives and oversee program implementation across multiple states. The role involves developing comprehensive strategies, managing diverse teams, and engaging with key stakeholders to expand equitable access to medical oxygen through systematic improvements. Based in Delhi, this position will lead a high-performing team focused on achieving critical access goals while reporting directly to the Program Leader. The Manager will be responsible for portfolio growth and building sustainable solutions for life-threatening conditions through robust healthcare system enhancements.

Responsibilities1. Strategic Program Leadership and Development
Co-create and monitor the strategic direction of the EM&O2 program, ensuring equitable access to essential medicines and strengthening public health systems through government-led initiatives.Build the program implementation capacity within the team, ensuring alignment with WJCF policies, and responsiveness to government and donor needs.Develop insights on key program goals, focus areas (e.g., prevention, diagnosis, access, health systems strengthening), and geographies, contributing to program effectiveness.Drive fundraising and business development efforts by leading grant writing, proofreading, and desk reviews of proposals.Work with leadership to identify new areas for expansion and strengthen the program’s scope to deliver impactful results.Assist in resource mobilization, ensuring donor proposals reflect the scale of impactful initiatives and WJCF’s mission.2. Processes, Project and Financial Management
Guide the development and regular updating of the program's results framework, operational plans, risk registers, and other key process documents to ensure effective execution.Oversee the planning, tracking, and reporting of program budgets in compliance with donor and WJCF requirements.Lead collaborative decision-making around resource allocation, ensuring prioritization is evidence-based and focused on achieving transformational impact.Collaborate with operational teams and finance liaisons to maintain budgetary oversight and ensure financial sustainability.3. Stakeholder and Relationship Management
Cultivate and maintain strong relationships with key governmental entities, donors, NGOs, and health service delivery points.Engage with government program managers to align and ensure buy-in across all programmatic activities.Build trust-based relationships with senior government stakeholders, particularly within the Ministry of Health and Family Welfare (MoHFW), and key program partners.Lead the development of cross-program collaborations, conceptual linkages, and knowledge-sharing in a resource-constrained and rapidly evolving context.Maintain a stakeholder matrix and guide teams on navigating complex stakeholder relationships effectively, ensuring positive influence and collaboration.4. Strategic Communication and Knowledge Sharing
Provide regular updates to internal and external stakeholders on program progress, challenges, and successes through reports and presentations. Guide regional leads in replicating these communications for their local stakeholders.Develop communication approaches and materials aligned with WJCF policies to effectively influence decision-making across relevant audiences.Represent WJCF at high-level meetings, workshops, and conferences, both nationally and internationally, showcasing program success and lessons learned.Lead knowledge management efforts, promoting best practices and lessons learned at national and global convenings.5. People and Team Management

Qualifications Bachelor's degree or higher in business administration, management sciences, public health, development studies, public policy or related fields. At least 8 years of experience in a demanding result driven environment in the private or public sector, with increasing levels of responsibility and leadership.Skills & Traits:
