SUMMARY (Basic Purpose of the Job)Manages the day-to-day activities and resources of Capital Health (CH) Laboratory to provide inpatient and outpatient laboratory services. Develops, maintains and administers clinical laboratory policies, processes and procedures. Ensures laboratory operations are within approved budgetary parameters. Manages through subordinate supervisors the activities of the Laboratory. Manages the overall efficient operation of the section. Provides overall technical and supervisory direction to ensure that laboratory services comply with standards established by IHS Laboratory Services, CAP, AABB, FDA, OSHA, AND JCAHO and other regulatory agencies.
MINIMUM REQUIREMENTSEducation:
Bachelor's degree.
Experience:
Five years of clinical laboratory experience with two years supervisory experience.

Knowledge and Skills:
Knowledge of spreadsheet and word processing software, LIS, and HIS. Possesses excellent organizational, interpersonal, verbal and written communication skills. Ability to effectively manage multiple projects simultaneously and ability to respond quickly in a fast paced environment.
Special Training:
National Accrediting Agency for Clinical Laboratory Science (NAACLS) program preferred.

ESSENTIAL FUNCTIONSDelegates and supervises day-to-day operations of the Laboratory. Participates as a team member in developing short- and long-term departmental goals and objectives consistent with Capital Health (CH) mission statement, goals, and objectives. Consults with and keeps section supervisors informed of activities, needs, and problems in their assigned areas.Consults and informs Administrative and Medical Directors of Laboratory Services of activities, needs, and problems in all Laboratory areas of responsibility. Performs required administrative and reporting functions to ensure proper and efficient operation.Plans, communicates, and implements policies, procedures, and systems to ensure the proper communication and coordination of patient care with physician, nursing, and related support departments and functions. Participates in the development and implementation of departmental policies, procedures, and manuals.Provides for necessary personnel coverage for all shifts reviewing and approving schedules of work assignments and exercises discretion and judgement to ensure that employees have current information needed to perform tests.Manages a number of subordinate supervisors who supervise employees in the Laboratory, and is responsible for the overall direction, coordination, and evaluation of these units.Oversees cost control measures in the utilization of departmental supplies, materials, and equipment. Assists in the development, implementation, and maintenance of the Laboratory's operating and capital budgets.Participates in interviewing, hiring, and training of employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.Resolves technical operational, system, and other related issues, and ensures achievement of operational efficiency and effectiveness.Performs the duties of the Administrative Director of Laboratory Services in his/her absence.Attends, participates, and provides constructive input as a member or leader of multidisciplinary activities or committees.Ensures quality testing, and compliance with established laws, regulations, practices, policies, and procedures.Evaluates that proper safety precautions and infection control measures are implemented to ensure safety of patients, staff, and others.Assists in the management of the study, analysis, and implementation of quality improvement, patient care, operational equipment, systems, techniques, and maintenance and service records.PHYSICAL DEMANDS AND WORK ENVIRONMENTFrequent physical demands include: Sitting , Standing , Walking , Carry objects , Push/Pull , Twisting , Bending , Reaching forward , Reaching overhead , Wrist position deviation , Pinching/fine motor activities , Keyboard use/repetitive motion
