Position Summary
This position will work with highway operations leadership and staff to determine and fulfill their procurement needs. This position will be responsible for ensuring contracts are in place and vendors are available for all goods and services deemed critical to MassDOT highway operations in Boston and the Districts; acting as point person on solicitations; working with vendors; dispensing accurate contracting and procurement information; coordinating and confirming the timely processing of procurement documents; verifying vendor information for contract award; verifying accounting and budget reference information for related fiscal documents; following all state and department applicable laws, rules, regulations, standards, policies and procedures.
Duties and Responsibilities
Provides guidance and works proactively with highway operations staff to contract for essential goods and services to support operational priorities and activities.Keeps abreast of state/federal regulations and works in conjunction with highway managers to develop systems to ensure the acquisition of goods and services is conducted in compliance with established laws, regulations, policies and procedures of the Commonwealth related to fiscal and administrative management of contracts. Coordinates and provides technical assistance and compliance support for the acquisition of goods and services – non-construction – and other grants and agreements as needed for Highway operations.Provides oversight and support for all contracting and procurement activities to consistently acquire best value goods and services in a cost-effective manner to support the mission, goals, lives and initiatives of Highway Operations.Oversee the formulation of purchasing strategy ranging from solicitation through OSD State-wide contracts or RFR issuance and development of subsequent contract awards.Serves as point person, verifies the availability of funding, leads teams and coordinates the preparation of Requests for Response (RFR) for the purpose of obtaining bids for goods or services not available on a OSD State -wide contract but needed for highway operations mission fulfillment.Collaborates and coordinates with highway management and MassDOT’s Procurement Office on contract and procurement needs and activities.Responds to all highway operations procurement inquiries, identifies problem areas and assists with establishing corrective measures and processes.Posts request for responses (RFRs), retrieves, reviews, disseminates bid responses as needed and recommends award in a timely manner.Works with Highway staff on the review and evaluation of submitted documents, creates and Notice of Intent to Award and oversees timely completion of contract award to vendor(s).Works with vendors to collect required information/documents and completed forms including SDP commitment(s) and to correct discrepancies in purchasing and/or contract information submitted.Maintains tracking of contract expiration dates for all Highway Contract awards and formulates a plan for renewal(s) to ensure continuity of service and availability of goods. Coordinates all aspects of contract extension preparation and execution paperwork process for over 150 vendors. Vets rate renewals/price increase requests and ensures updated pricing is available for contract users.Collaborates with various business units to ensure seamless execution of contracts.Monitors execution of contracts through completion.Provides guidance to highway staff in the process of using OSD State-wide contracts for goods and services.Serves on committees and teams to develop, support and/or design programs and policies that enhance and foster the Commonwealth’s contracting and procurement mission, objectives, and initiatives.Preferred Qualifications
Considerable knowledge of state procurement law, regulations, policies, rules and practices.Considerable knowledge of principles, practices, policies and procedures of the Commonwealth of Massachusetts related to the fiscal and administrative management of contracts.Knowledge of the Massachusetts Management, Accounting and Reporting System (MMARS).Working knowledge of the principles, practices of accounting and control techniques.Excellent oral and written communication skills.Demonstrated project management, analytical, critical thinking, and research skills.Strong organizational and leadership skills.Knowledge of COMMBUYS -- the Commonwealth’s online procurement platform.Proficiency in Microsoft Office 365 programs including: Word, Excel, Teams, and SharePoint.Ability to communicate clearly and concisely both verbally and in writing.Ability to work independently.Ability to work effectively with staff at all levels of the department, other MassDOT departments, outside agencies and vendors.Ability to analyze and determine the applicability of financial and program data, to draw conclusions, and to make appropriate recommendations.Ability to maintain accurate records with strong attention to detail.Ability to demonstrate sound judgement.Ability to prepare and give oral presentations and instruction to both small and large diverse groups of stakeholders.Pre-Hire Process
