**About the Paid Leave Division:**
Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.
We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program.
The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
**Position Purpose:**
We’re seeking an experienced Manager to lead our Financial Integrity team. You’ll provide leadership and direction for Paid Leave payment services and employer services. The incumbent is responsible for process design, visibility, and overseeing the day-to-day activities of the payments process, ensuring on-time and accurate payments for approximately 7,000 unique payees weekly, amounting to $1.3 billion in annual payments. In addition, you’ll provide support to employers, including partnering with other agencies on employer exemptions to ensure accurate records and processing.
**Operational Responsibilities:**
+ **On-Time Payments** : Active, daily management of payment processes to ensure accurate, on-time payments
+ **Reconciliation:** Active management of accounts to ensure daily balancing
+ **Transparent Operations** : Develop metrics, alerts, and reports to enhance process visibility, enabling quick problem-solving and remediation for any payment failures
+ **Employer Services** : Serve as the Paid Leave point of contact with other agencies to support employer premiums and employer exemptions
+ **Continuous Improvement** : Analyze themes or pain points in payment processes and recommend enhancements to policies, communication, processes, and systems

Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring state. **Minimum Qualifications**

Four (4) years of experience* in a leadership position overseeing transactional payments processes at scale. Two (2) of those years must include direct people management experience, including performance management, coaching, mentoring, and developing staff.
*Bachelor's degree in Public Policy, Business, Finance, Accounting, or other closely related field as determined by the agency may substitute one (1) year of experience; master’s degree substitutes for eighteen (18) months of experience
Applicants that meet the above minimum qualification will be further evaluated on the following:
+ Experience designing new payment processes or improving existing payment processes
+ Ability to measure and meet operational service level agreements
+ Experience working with internal and external stakeholders
+ Ability to identify and solve root causes to eliminate reoccurring issues
**Preferred Qualifications**
+ Knowledge of the principles and current concepts in payment operations and enabling technology, including Automated Clearing House (ACH) and debit cards
+ Experience with cash management and account reconciliation
+ Experience partnering with Product Managers to translate your vision into functional and technical requirements
+ Ability to develop a measurement plan with clear metrics and scorecards to accurately depict the health of your business processes and direct your attention to top priorities
+ Ability to work in a start-up environment where roles will evolve over time based on the needs of the organization
