Northrop Grumman Aeronautics Systems is seeking a Manager of Property/Asset Management 2 for oversight of Supplier-held property (capital, customer, and US Government property) in support of NGAS sector performance and compliance. This leadership role is located in Melbourne, FL.

The manager will be responsible for the outcome of Supplier Control with respect to Property/Asset Management for NGAS, including external supplier oversight, Internal Work Order (IWO) reporting, and ensuring compliance with surveillance requirements. This role will report to the NGAS Property/Asset Management Senior Manager of Systems & Operations and will lead a team of approximately 2-3 people.


Detailed responsibilities include:

- Manage and execute all Supplier Risk Assessments for Property/Asset Management
 

- Collaborate with Compliance Manager within Property/Asset Management to establish, enforce and improve  asset system processes and procedures, ensuring assets are effectively tracked and managed throughout their lifecycle in accordance with applicable regulations (e.g. FAR 245, DFARS 245) and company policies while in possession of Suppliers

- Serve as a primary interface to cross-functional stakeholders (GSC, Supplier Quality, OneIWO administrators, Sector peers) on topics of external/internal supplier held property regarding reporting (LPSA, C-885, SCAR reporting)

- Perform in-depth data analysis to identify and mitigate asset business system risks, determine opportunities for improvement, and support strategic resource planning.

- Lead and support compliance initiatives by participating in and overseeing corrective action processes related to NGAS Property Management Cage Codes, ensuring compliance with Federal Acquisition Regulations (FAR), industry standards, supplier contracts, and the Sarbanes-Oxley Act (SOX).
 

- Supports audit inquiries from both internal customers as well as external entities such as Defense Contract Audit Agency (DCAA)..
 

- Provide training to NGAS company personnel on the application of asset management regulations and processes related to Supplier Control.

- Continuously improves the processes, procedures, and systems necessary for effective and efficient management of Government, customer, and company assets held at external/internal suppliers.


The responsibilities listed above will require a dynamic, resourceful, and thoughtful leader to ensure that the systems, processes, and internal partners work in concert to ensure the successful performance of the Asset Management system in a fast-paced, highly regulated environment.
 

Basic Qualifications:

- Bachelor's Degree with at least 7 years of experience in asset management matters related to Government Property and Company owned Assets or a Master's Degree with 5 years of said experience

- Knowledge of contractual requirements related to Government Property Management including FAR Part 45, FAR 52.245-1 and DFARS property management clauses

Proficient with Microsoft 365 application software to include Advanced Excel and Word, and experience with SharePoint Online

- Active Secret Clearance


Preferred Qualifications:

Top Secret
- Certified Professional Property Specialist or Administrator  (CPPS/A) certification


- Strong leadership experience with proven ability to train and motivate team members towards operational excellence


- Experience in developing and implementing processes and procedures in accordance with leadership strategy


- Risk Management experience including development of RCCAs and implementation CAPs


- Experience supporting and/or performing compliance audits including Property Management System Audits (PMSA)

Experience with SAP S/4HANA

Salary Range: $101,500.00 - $152,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
