**Description:**
Directs personnel involved in establishing, promoting, maintaining, and improving security and property protection programs. Serves as site’s Facility Security Officer (FSO) as required by the Maritime Transportation Security Act (MTSA).
* Manages all aspects of contract with security risk management partner/company.
* Creates and revises post orders.
* Initiates and oversees the development, implementation, administration, monitoring, and improvement of security/loss prevention plan, policies, programs, procedures, and protocols designed to protect company personnel, assets, plant operations, business partners, vendors, visitors, and community.
* Initiates and revises Standard Refinery SOP Manual in all security-related areas.
* Implements all required government and company security programs and protocols.
* Manages the ongoing administration, maintenance, audits, and upgrades of all required security programs and procedure.
* Ensures the site security response systems and procedures are coordinated and aligned with federal, state, local, industry, and company threat levels and issues.
* Oversees security office facilities, systems, and equipment, including surveillance equipment, badge identification systems, and mailroom equipment.
* Determines and allocates security resources routinely, and modifies as needed.
* Establishes operational procedures for activities such as gate access, traffic control, guarding and patrolling physical property, orienting and monitoring personnel involved with classified information, conducting random and targeted audits, and investigating accidents and criminal acts.
* Coordinates the security aspects of a site emergency, including securing the perimeter, controlling access points, assisting with mutual aid, coordinating with refinery emergency personnel and area law enforcement, and evacuating contractors and employees as needed.
* Plans and conducts physical security audits, and prepares comprehensive and well-documented reports of findings.
* Ensures inspection of the perimeter fencing and lighting, and coordinates with maintenance to correct any deficiencies.
* Ensures the correct operation, maintenance, and repair of refinery’s camera and personnel access control systems.
* Ensures key & lock control, including key duplication.
* Ensures compliance with vehicle access control policy.
* Prepares appropriate reports regarding losses, vulnerabilities, and violations as they affect plant operations.
* Develops and manages site security budget annually.
* Initiates work orders, service orders, material requests, major project installations, and/or renovations for fencing, lighting, cameras, alarms, badging systems, vehicle access control systems, and security facilities.
* Confers with management to formulate policies, determine need for programs, and coordinate programs with plant activities.
* Serves as a resource for issues involving plant security.
* Stays abreast of the latest security issues, methodologies, and equipment.
* Advises management and recommends upgrades to refinery security operations.
* Acts as refinery representative while working with internal and external entities.
* Works closely with government, law enforcement, firefighting, emergency agencies, and private sector organizations at local, state, and national levels.
* Manages security programs at the refinery that fully comply with 33 CFR Part 105.
This position is salaried exempt status, which means you are not eligible for overtime pay.
The salary range for this position is $103,120 to $141,790 and represents Valero’s good faith and reasonable estimate of the range of expected compensation at the time of this posting. Actual compensation will be determined based on a number of job-related factors, including but not limited to, the individual’s qualifications and experience.
**Qualifications:**
* Able and willing to work on-site, in-person at the Valero Benicia Refinery, required.
* High School diploma or GED required.
* 10 years of security and/or law enforcement experience, including leadership experience in crisis situations required.
* 3 years of Supervisory/Management experience required.
* Experience working with the public and government agencies required.
* Bachelor’s degree preferred.
* Certified Protection Professional (CPP) preferred.
Position level and salary will be commensurate with qualifications and experience.
