Northrop Grumman Mission Systems (NGMS) is looking for a Program Managers, Level 2 to support the Advanced Radar Operating Unit (OU) under Air Dominance and Strike Business Unit (BU) onsite in Baltimore, MD. The Program Managers (PM) focus will be execution or repairs to meet cost and schedule. The PM will be the primary interface to the customer for repairs and will creating customer intimacy ensuring customer needs are met. The individual will lead a matrixed-functional organization aligned to common program performance goals.   

What You'll Get to Do:
Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

Develop customer relationships and cultivate customer intimacy to develop further opportunities within the customer community.Leading and directing a cross-functional Integrated Program Team (IPT) to meet program cost, schedule and technical objectives.Development and delivery of presentations to customers, executive management and other program stakeholders.Knowledge and execution of a variety of proposal and contract types (FFP, CPFF, etc...).Creation, review and finalization of the program Statement of Work.Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.Adherence to all internal processes for Program Management.Completion and tracking of the Contract Requirements Traceability Matrix.Ensure program team understands & adheres to the contract scope.Development and adherence to Integrated Master Schedules (IMS).Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.Thorough risk & opportunity management to include identification, mitigation and realization.Submission of program performance in internal reporting systems (i.e. IPRS).Develop new business opportunities through long term strategic planning, capture planning and proposal development.Coordination of Contract Change Board activities internally and with the customer, to include: Engineering Change Proposals (ECP), Government Property (GFE, CFE, etc.) tracking and management.

Basic Qualifications:

Bachelor’s Degree and 8 years' or Master’s Degree and 6 years of experience supporting Government contracts and/or project management in other industries.Experience leading the performance of tasks on schedule, at cost and achieving all requirements, including program inter-dependencies, as either project lead, integrated program team or cost account manager.Experience in developing or managing budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.Demonstrated success leading cross-functional teams/and or organizations to achieve a common goal.Demonstrated experience defining, documenting, prioritizing, and confirming requirements and customer needs throughout the entire program life cycle.US Citizenship.Active Secret Clearance and ability to obtain and maintain a SAP clearance after starting.

Preferred Qualifications: 

Experience supporting or managing internal manufacturing and production activities.Experience identifying, selecting, directing, and managing subcontract and supply chain elements of the program in a manner that supports program goals and company strategy.Experience in risk and opportunity management that demonstrates the ability to identify and address program impacts through a systematic, proactive, approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program.Experience in proposal development.Active Top Secret Clearance and SAP clearance demonstrating ability to acquire a program specific SAP clearance.

Salary Range: $149,400.00 - $224,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
