Northrop Grumman, Mission Systems (NGMS) is looking for Manager, Programs Level 2 to support the growing Electronic Warfare Systems (EWS) Operating Unit (OU). The Program Manager: Electronic Warfare Growth & Capture position will report directly to the EW Growth and Capture Manager and will be responsible for supporting multiple EW Growth and Capture activities including: leading competitive or complex proposal and capture activities, and managing key OU resources. This position is located onsite at the Rolling Meadows, IL facility with the possibility of a hybrid work arrangement, requiring a fixed percentage of time onsite.
EWS is continually working to deliver state of the art RF Electronic Warfare systems and capabilities across a broad range of DoD customers. The primary objective of the Program Manager will be the creation and capture of new EW business. The selected individual will lead a cross-functional organization aligned to common program performance goals.
What You'll Get to Do:
Primary responsibilities of the Program Manager: Electronic Warfare Growth & Capture will include but are not limited to:
Adherence to applicable internal processes for Program, Proposal and Capture Management.Oversee execution of EWS capital projects.Collect and provide monthly updated product sales forecasts to internal and external stakeholders in support of proactive investment in capacity planning.Planning / Budgeting for cross-product / cross-functional rental equipment needs.Information System Owner for Classified IR&D Network.Manage system operations, procurement, maintenance, and operation.Coordinate system operations across full portfolio of supported programs.Proposal development / capture planning and strategy.Creation, review and finalization of the program Statement of Work.Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions.Development of customer relationships and cultivation of customer intimacy.Completion and tracking of the Contract Requirements Traceability Matrix.Development of Integrated Master Plans and Schedules (IMP / IMS).Development and delivery of presentations to customers, management, and other program stakeholders.This position is contingent on award of Electronic Warfare contract planned for March 2025.
Basic Qualifications:
Bachelor’s degree and 8 years' or a Master’s degree and 6 years of related professional/military experience to include a background in leading capture efforts, proposal development and/or program capture efforts.Proven track record and knowledge of U.S. Government military sales process, and regulations in addition to best contracting approaches to meet customer and business unit needs and knowledge of a variety of proposal and contract types (FFP, CPFF).Demonstrated experience recognizing and responding to customer needs in order to develop additional sales that support organizational objectives.Demonstrated experience planning for, identifying, estimating cost, acquiring, scheduling, and retiring resources needed to satisfy capture requirements within organizational constraints.Knowledge of Electronic Warfare Systems.Experience in risk and opportunity management.Demonstrated success aligning teams, organizations or employee resource groups to achieve a common goal.Demonstrated ability to communicate/coordinate/collaborate across all levels of a large organizationUS Citizenship.The ability to obtain and maintain a DoD Secret clearance after starting.Preferred Qualifications:
Current DoD Secret or higher security clearance with the ability to obtain additional clearances such as Special Access Requirements.Demonstrated ability to create trusted relationships with customers, industry partners/suppliers, and internal stakeholders.Advanced Degree in STEM (Science, Technology, Engineering, or Math) or business discipline.Electronic Warfare industry experience including knowledge of competitors and customers.Knowledge of Northrop Grumman’s Electronic Warfare Systems offerings.Competitive capture experience within aerospace and defense industry.Aptitude to develop and execute to a strategy.Proven track record of leading large/complex capture and wins.Salary Range: $149,400.00 - $224,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
