Summary

Responsible for the day-to-day management of operations for the psychiatric emergency services program.
Collaborates with medical directors to ensure the efficient allocation and utilization of available clinical resources, including developing and managing a departmental budget. Directs, manages, and supervises the work of ED-based crisis staff, including clinical supervisors and administrative staff. Provides clinical consultation on cases presented for evaluation and disposition.
The ED Behavioral Health Manager directs, supervises, and coordinates personnel and activities including evaluation, scheduling, orientation, and training. Makes effective recommendations on employee transfer, promotion, wage change, discipline, hire, termination, and similar actions. Directs training and development efforts for clinical and non-clinical staff to ensure competency. Supervises performance improvement
(PI) and utilization management efforts for programs and services. Participates in the development of the program-specific strategic, marketing, and business development plans and actively participates in the development of the strategic plans for the service line. Develops and implements action plans that contribute to the
accomplishment of the strategic plan for the program. Coordinates directly with state, federal, and commercial payors to establish best practices and maintain strong intra-agency relationships. Works collaboratively with the inter-organizational behavioral health service line to optimize throughput of emergency room behavioral health patients.

Requirements

1) Human Resources: Coordinates interview and selection processes for candidates. Initiates disciplinary actions when needed up to and including the dismissal of personnel. Reviews performance of personnel provides individuals with feedback regarding their performance, and, in collaboration with these individuals, identifies strategies for the continuous improvement of their performance. Assists to promote, coaching, and guide the continuing professional development and growth of staff. Ensures the development of an orientation program that prepares new personnel for their roles and responsibilities and in-service programs that promote the ongoing development of staff. Monitors and assures staff competencies, continuing education requirements, licensure, and certifications are current. Provides effective leadership to supervisory staff in all areas of human resource management (e.g. interviewing, hiring, competency evaluations, disciplinary actions, staff development, etc.). 

2) Operating Performance: Prepares and submits a budget that results in the acquisition of resources that ensure the department’s success. Monitors budget so that financial, volume, and productivity goals are achieved. Identifies and implements strategies that enhance the financial viability of the programs (e.g., productivity, cost reductions, marketing, revenue enhancement, and/or approaches to increase volume). Assures proper billing practices to minimize denials. Coordinates the evaluation and purchase of capital equipment and related items. Reports to BH Director of Behavioral Health on budget parameters during the fiscal year. Signs off on departmental purchases and expenditures that do not require Director approval. 

3) Strategic Planning: Develops and implements department-specific marketing, business development, and strategic plans. Participates in strategic plans for the division. Develops annual goals and objectives. Identifies and implements strategies that enhance the financial viability of the programs (i.e. cost containment actions and/or approaches to increase volume.) Actively participates in the management team of the Behavioral Health Service Line. Acts as a resource to other managers within Behavioral Health when needed. Participates as requested in Service Line and hospital committees such as Performance Improvement (PI) and other work groups on specific initiatives. Represents service line at hospital committees as assigned (e.g. Leadership Council, JC Prep Team, etc.)

4) Clinical Excellence: Utilizes independent clinical licensure (LICSW, LMHC, or Licensed Clinical Psychologist) to provide consultation on the work of the clinicians in the emergency services programs. Ensures the highest quality of clinical performance including individual supervision of licensed staff and providing consultation on staff cases. Provides oversight of intern programming when applicable.

5) Policies and procedures: Develops and implements policies, procedures, and standards that support the clinical program. Reviews policies and procedures on an annual basis and revises them as needed. Ensures the program complies with various regulatory agencies and hospital standards (e.g., TJC, DPH, CMS, OSHA). 

6) Job Relationships: Accountable to BH Director of Behavioral Health. Collaborates with Chief of Emergency Psychiatry and Medical Directors of Consult and inpatient psychiatry, as well other Program/Service Line managers to ensure that services comply with required standards and are consistent with objectives and goals identified in the strategic plan for the service line, the division, and the health system. Develops effective professional working relationships with patients, families, the behavioral health multidisciplinary teams, members of the health system administration, hospital departments, and members of the Medical Staff. 

7) Managed Care: Coordinates managed care efforts for the areas of responsibility and works to ensure optimal reimbursement and effective relationships with payors. Participates in managed care contract development and maintenance activities. 

8) Record keeping: Supervises and maintains a coordinated information system, including program statistics, operational statistics, and clinical records that meet organizational and regulatory requirements. Monitors and evaluates documentation of treatment and assures compliance with regulations and standards. 

9) Continuous Quality Improvement: Responsible for the quality of departmental services as evidenced by staff supervision activities, and quality and performance improvement (PI) activities. Addresses complaints regarding care issues. Conducts staff meetings at least monthly to communicate with programs regarding staff issues and information related to administrative or clinical concerns. Leads patient satisfaction improvement efforts and reports to the Director, Chairman, and PI Committee concerning the progress of these ongoing efforts. 

10) Other duties as assigned by the BH Director of Behavioral Health. This description covers the essential functions of the position. The incumbent is expected to perform other similar and related duties as assigned. Management has the right to change or add to the job responsibilities at any time.

Required Experience

1) At least 5 years of experience with increasing responsibilities in the behavioral healthcare supervisory/management field.

PreferredExperience

1) Supervisory or management experience in a community behavioral health emergency services program

Skills/Competencies

1) Ability to manage a budget, sensitively address human-resource-related issues, and work in a team-oriented

multidisciplinary arena recognizing the importance of empowering optimum team coordination and

functioning. Ability to understand, empathize and work with children and adults with disorders and conditions

requiring behavioral health treatment, and their families. Demonstrated competence in maintaining

accreditation (e.g., TJC) and state licensing (e.g. DPH, DMH) standards and other regulatory bodies’

requirements.
