Position Description

Primary purpose:

The primary purpose of the position is to provide technical oversight and management of all Major Maintenance and Capital projects in Kinder Morgan’s Pacific Northern Region and Pacific Southern Region. The candidate must have an in-depth knowledge and understanding of technical, operational and administrative responsibilities of project management and must exhibit leadership, analytical/decision making and managerial skills. The candidate will perform specific duties as assigned which may include acting as a liaison between Field Operations, Products Movement, Project Management, and Engineering in order to maintain efficient project execution and resolve any difficulties relating to scheduling and quality control issues. The candidate will manage a team of Regional Maintenance Technicians located across both regions.  The candidate may also assist in supervising functions related to outside contractors working on company property in order to protect company interests.

Position may be located in Sacramento, CA or Bloomington, CA

Pay range is $132,000 to $198,000 per year. This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.

Essential duties and responsibilities:

Supervises a team of Regional Maintenance Technicians to achieve goals within budgeted funds and available personnel; plans and organizes workloads and staff assignments, reviews progress, implements changes in priorities and schedules as directed to assure work is completed in an efficient and timely manner.Leads in the selection/promotion of staff, salary change considerations, and disciplinary matters. Leads in resolving grievances, as well as in providing training and motivation to make full use of individual capabilities and to meet changing system demands. Orients new employees as to procedures, policies, location and operation of equipment. Assists in coordinating safety and emergency response training and programs.Develops estimates for capital and operational budgets based on staffing and resources requirements, cost estimates, and objectives and goals. Monitors and documents expenditures, assuring compliance with approved budget and staffing levels.Develops short and long range plans, goals and objectives for terminal or station operations. Remains current on developments in the field. Assists in the coordination of department services with other departments, governmental agencies, and customers.Develops, reviews and updates site specific maintenance procedures.  Trains and tracks training of Regional Maintenance Technician personnel and conducts reviews to verify adherence to company procedures.Assists in coordinating with Products Movement Department regarding schedules, equipment shutdowns, and any other variables affecting pipeline operations in order to minimize down time and throughput loss. Ensures compliance with all applicable local, state, and federal regulations affecting pipeline operations including EPA, DOT, federal and state OSHA, IRS and SCAQMD.Assists in coordinating projects initiated by engineering, regional staff or local area staff, and other activities with Engineering and Products Movement departments.Use of KM programs such as Maximo, ISNetworld and DuPont to track and verify compliance on a daily, weekly, monthly and annual basis.Coordinates work assignments for all assigned personnel to include routine and/or preventative maintenance to reduce overall operating costs for all facilities within the assigned area.  This includes development of programs, tracking work and evaluating progress and savings.Consistently maintains and demonstrates a high regard for personal safety, for the safety of company assets and employees, and the general public.Troubleshoots, repairs, maintains and calibrates equipment such as: pumps and motors, mainline and manifold control valves, turbine and positive displacement meters, proving equipment, tank gauging equipment, pressure and temperature gauges and SCADA equipment, as well as the equipment SCADA interfaces withResponsible for the development and maintenance of Spare Parts List and Pump and Motor Book for the Pacific Northen Region and the Pacific Southern Region.Reviews Conceptual and Developmental Corporate Projects for Regional input.Coordinates all drawing reviews with Corporate EngineeringCoordinates Outside Services for Technical and Maintenance Support.Reviews all new equipment recommendations and testing of new equipment.  Manages the Regional Maintenance Technician group to ensure it maintains, and repairs electrical equipment including but not limited to: Valve actuators, medium voltage switch gear and substation equipment, motor circuit protectors, motor control centers, truck loading equipment and control systems, remote station control systems, pressure transmitters, tank level measurement systems, tank high level alarm systems, electronic and PLC based controllers, digital display equipment, lighting circuits, safety systems and devices including pressure and shutdown devices, teletype, SCADA transmission equipment as well as automated fire control system.Maintains records as required by Department of Transportation for designated equipment and devices.Maintains maintenance and repair records for area equipment.Must maintain accurate inventory control of critical spare parts for the Pacific Northern Region and the Pacific Southern RegionAssist in training of other technicians in all aspects of maintenance.Performs other related duties as assigned

Other duties:

Supports all regional projects and works with other station personnel when the need arises.Assists with corporate engineered projects as requested including pre-operational testing, startup and commissioningWorks with vendors and their technicians on new and repaired or upgraded equipmentMay be asked to inspect and document contract work on company assets.Supports company and contract inspectors on area and regional projects.Performs preventive and predictive maintenance on various terminal and mainline equipment as requested.Will become familiar with Computer Based Maintenance Management System and functions.Maintains a lubrication schedule on various terminal and mainline equipment.Works with assigned company Radiation Officer to ensure periodic testing of devices are completed as required.Factory Acceptance Testing of new equipment (FAT).Performs other related duties as assigned.

 

Position Requirements

Minimum requirements:

Education:

High school diploma or equivalent required.A Bachelor of Science degree in Management or Engineering or other technical field preferred or equivalent professional experience.

Experience / specific Knowledge:

A minimum of 5 years, well-rounded experience in terminal or pipeline operations is highly desirable and should include specific working experience with Products Movement, mechanical maintenance, lead responsibilities, and ideally, familiarization with legal and environmental requirements affecting terminal and/or station activities. Should be able to demonstrate effective use of time management in order to properly identify priorities and to ensure that all job requirements are satisfied.Able to read and understand electrical schematics and ladder diagrams, mechanical drawings, aerial strip maps and maintain as-built drawings for them.Experienced with installation, maintenance, and repair of refined petroleum products pipeline systems and equipment for station and terminal operations (experienced technicians).Knowledge of occupational hazards and required safety precautions, DOT requirements including those related to calibration and maintenance records, safety inspections and reports.Excellent work ethic, self-motivated and assertive style.

Certification, licenses, registrations:

A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.

Physical demands:

Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.Exposure to smells and fumes associated with refined petroleum products.

Working Conditions:

The candidate must be available to travel to all facilities in the Pacific Northern Region and the Pacific Southern Region.  Travel required: approx. 50%.Position subject to use of cell phone for 24-hour call-out and call-back and may require extended periods of overtime.Must be ready to respond at any hour of the day or night to emergency situations and participate as required with emergency response (integrated contingency plan) activities. This includes being in possession of required equipment and tools, designated forms, policies, regulations, and manuals.Position may require prolonged periods of sitting in order to accomplish administrative duties (reading/reviewing documents, writing, typing and/or operating a computer, using the telephones, etc.) Occasional periods of bending, squatting, lifting (Up to 50 lbs), or climbing are required and would more often be associated with activities taking place outside the office. Extended driving and/or walking could also occur, especially to remote locations and/or booster stations. Occasional overnight travel required.The majority of the typical work day is spent in an office environment, though this may change, depending upon the location assignment. For work performed outdoors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location.Position requires exposure to some refined oil products that contain chemicals which may be related to certain types of illnesses or reproductive toxicity. Some emit vapors under certain conditions, are flammable and may be explosive under certain circumstances.Extended sun exposure is possible
