**Position Summary**
Under limited supervision, manage, oversee, and supervise the process of evaluating and prioritizing new requests for service on the Grant PUD transmission system. The Manager of Transmission Development Services will lead the Development team in the following: (1) Implementation and management of new service request queue; (2) Evaluation and prioritization of transmission system improvement, expansion and load/generation interconnection projects; (3) Establishment of criteria for prioritizing capital spending on transmission system projects; (4) Delivery of effective communication and coordination for all transmission service requests. This position will collaborate with various internal stakeholder groups to develop recommendations for system development and move projects forward to Initiation, including: Transmission System Planning & Business Services, the COO group (Power Delivery Engineering, Power Production, Dispatch), the CCO group (Large Power Solutions, Product Development), Energy Supply Management, and Enterprise Project Management.

Essential duties and responsibilities may include, but are not limited to, the following:_
+ Manage multiple requests for new transmission service from various sources, including Transmission Business Services, Transmission System Planning, Large Power Solutions and Power Delivery.
+ Coordinate the execution of necessary engineering studies with Transmission System Planning.
+ Evaluate transmission system improvement proposals related to large load interconnections, generator interconnections, and tariff and non-tariff transmission service utilizing a combination of quantitative and qualitative analysis methods.
+ Control and coordinate cross-departmental information inputs and outputs for new service requests.
+ Establish criteria for prioritizing capital spending; balance requests for new service with system reliability to ensure Grant PUD maintains a reliable grid.
+ Develop methods and tools for prioritization of transmission projects that support the overall strategic direction; oversee project prioritization for inclusion in both near-term and long-range transmission plans.
+ Stay abreast of and advocate for policy changes that could impact the District's development portfolio.
+ Oversee the process of allocating prioritized projects to the appropriate department for further development and presentation for capital approval.
+ Ensure that service requests are handled in a manner that provides fair and nondiscriminatory access to Grant PUD’s transmission system; maintain compliance under the Federal Power Act.
+ Deliver effective communication and coordination on service requests; improve customer satisfaction by developing and implementing processes and tools to support consistent execution and accurate communication.
+ Responsible for the development and consistent processing of reporting tools and departmental performance metrics.
+ Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan and the Grant PUD and IBEW Code of Excellence. The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations. Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

**Required Qualifications** (Education, Experience, Licenses & Certifications):
**Required**
+ Bachelor’s Degree in Economics, Science, Engineering, Business, or related field.
+ Five (5) years of utility experience to include familiarity with energy project development, broad experience with multi-faceted subject matter experts.
+ Demonstrated experience in designing workflows, processes, and/or systems.
+ A valid state driver’s license with no restrictions.

+ Master’s Degree in Engineering, Business, Economics or related field.
+ Project management experience
+ Previous experience in people leadership
**Other Knowledge, Skills & Abilities**
+ Knowledge of concepts, principles, theories, and methods surrounding power transmission standards and best practices; project management tools and techniques; technical competence with an attention toward detail; financial management philosophies and budgetary guidelines associated with managing large financial expenditures.
+ Skill in exercising good judgement and making well informed decisions under pressure; written and oral interpersonal communication; modeling the economic aspects of business opportunities; identifying and analyzing potential problems with limited data; collaborating with multiple teams of professionals to resolve issues; workflow and time management; utilizing MS office products, various reporting software tools, and applications.
