Job Description:

The Operations Program Manager Associate (OPMa) will assist the Operations Program Manager (OPM) in Production Operations as support for the OPM for achievement of cost and schedule commitments to the Program Office and external customer.  The OPMa may interface with Program Management Office (PMO) and other functions (Engineering, Supply Chain, Quality, Finance), assiting the OPM in coordinating the action plans and needs of the Production Operations in support of commitment, and work with other OPM’s to resolve priority conflicts on the shop floor in support of all program objectives.  The OPMa may collect and enter data as necessary to assist the OPM who serves as the Earned Value Management Control Account Manager (CAM) responsible for establishing and establishing and statusing labor baselines and assessing Risks & Opportunities. The OPMa will assist the OPM to develop and execute manufacturing program plans and schedules to ensure successful execution of production with correct staffing levels. The OPMa will participate with the manufacturing support team in problem resolution efforts by understanding program goals, tradeoffs and schedules. As part of this role, the OPMa may be asked by the OPM to coordinate make / buy policy implementation and coordinate the determination of capital expenditure required to meet program objectives for assigned programs. The OPMa may also support proposal preparation or both new business and changes in scope to existing programs.  The OPMa may also participate in Capacity Planning for the site by providing details on future forecasted work to the Plant’s Master Scheduling Team and by collaborating with Master Scheduling to maintain manufacturing & test schedules for active projects.  The OPMa will be a contributor to the development of process improvements aimed at improving cost and schedule performance by participating in cross functional team projects to identify and capitalize on areas of opportunity.

The OPMa responsibility will include multiple programs within a portfolio and assist the OPM, while directly reporting to the Site Operations Lead / Sr Mgr of Operations. The OPMa will perform work for L3Harris Maritime Power and Energy Solutions (MPES) Anaheim site(s) programs that include production of complex electronic and power conversion equipment used in U.S. Navy sea vessel application. 

Essential Functions:

Responsibilities for technical scope, schedule, and cost pertaining to required operations activities on an assigned program as assigned by OPMSecondary point of contact for the technical, cost, risk/opportunity, and schedule performance of the actions on the assigned program; Participate in developing and/or implement strategies to meet cost, delivery, customer satisfaction, and continuous improvement commitments.Engages with other IPT Leads, Functional Managers, and leadership to promote successful action planning and executionFrequent collaboration with multiple functions (e.g., Design Engineering, Contracts, manufacturing, etc.) and the program officeSupport OPM in overall Program by contributing schedule inputs and changes into the Integrated Master Schedule (IMS), maintaining timely and effective change management processes and proceduresMonitor RAIL (Rolling Action Item List) performance and ensuring that issues are addressed immediately and corrective actions and recovery plans are implemented expeditiouslyPlan and coordinate activities to support verification and validation of new processes and product improvementsSupport multidisciplinary program reviews and presentations throughout the different phases of development, certification, and production readiness with internal and external stakeholdersDemonstrated understanding and practice of Earned Value ManagementProject ManagementSupport OPM in proposal/BOE preparation or both new business and changes in scope to existing programsDrive employee engagement through Factory Gemba walk processDemonstrated Leadership.Participate in Operations, Manufacturing and Quality problem solving activities and design development to identify and address manufacturability, testability and inspectability issuesSupport the organization in the development and implementation of operating philosophies and business strategiesSustain success metrics, incorporating best practices, and effectively communicating improvementsEffectively manage behavior, performance, and key deliverables across a matrix organization

Qualifications:

Bachelor’s Degree in Operations Management, Engineering, Supply Chain, or related fieldMinimum of 3+ years of experience in participating and/or leading a multi-functional, technically oriented, Integrated Product Team in an operations environmentExperience in manufacturing operations: Planning, Quality Assurance, Manufacturing/Industrial Engineering, and Continuous Improvement.Demonstrated experience in project management, including establishment of detailed, resource-loaded, logic-driven (successor/predeccesor) schedulesStrong operations and engineering analytical and technical writing skills with the ability to effectively communicate, present data, and explain results to leadership, subordinates & peersDemonstrated knowledge in the assembly and test of electronic components or systemsDemonstrated knowledge of computer based project management tools associated with resource planning, scheduling and cost monitoringDemonstrated experience preparing and presenting business status, presentations, and business cases to executive leaders and external customerDemonstrated experience to identify process constraints, develop improvement plans, and process to improveAbility to obtain and maintain a secret security clearanceU.S. Citizenship required. 

Desirable Experience/Education Qualifications/Comments:
