No County Albany Street Address 1220 Washington Ave. Bldg. 22 City Albany State NY Zip Code 12226 Duties Description Under the direction of the Data Analyst 3, the Mapping Technologist 3 supervises and directs the activities of lower level mapping technologists and technicians, establishes photogrammetric policies, standards and survey requirements, manages research and development activities, coordinates mapping activities with other organizational groups of technicians and professionals, provides advice and assistance on photogrammetric and LiDAR mapping, manages specialized photogrammetric instruments and equipment, and is responsible for the quality of the agency's photogrammetric mapping.Duties include, but are not limited to the following:• Provide analytical support and project management for Office of Emergency Management (OEM) programs, projects, and initiatives.• Develop deliverables and analytical analysis for management view.• Supervise the daily activities of the assigned team; assign, prioritize and review work and perform the full range of supervisory functions.• Ensure resources are available to optimize team efforts.• Participate in planning efforts to identify long and short-term challenges; explore new solutions for issues that arise and identify best practices for the agency and its programs.• Gather, analyze, and visualize data to help the agency make more informed decisions.• Conduct research and development activities and system support for new technical applications, automated functions, and equipment.• Edit mapping design files as needed and correct features as required.• Develop and document policies, procedures, specifications, and standards to achieve highly accurate and quality mapping products in the most efficient manner.• Update mapping web pages and other mapping related information sources for internal and/or public use.• Assist higher-level management in the planning, development, implementation, and evaluation of mapping policies and procedures.• Organize, coordinate, and facilitate and/or lead meetings, workgroups, and training.• Act as liaison between OEM and partner agencies in matters relating to OEM initiatives; provide guidance and training to stakeholders.• Develop procedures and workflows to incorporate new technology and software into the mapping. program.• Represent the agency at conferences, meetings, workgroups, and other settings as appropriate.• Perform other duties as assigned in support of the agency's mission or other program areas. • Travel may be required, up to 10%. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: A bachelor's degree, including or supplemented by 21 semester credit hours in Geographic Information Systems (GIS), surveying, cartography, and/or photogrammetry, and nine additional semester credit hours in any combination of cartography, photogrammetry, GIS, computer science, remote sensing, photo interpretation, statistics, and/or surveying and three years of professional experience making recommendations and decisions relating to the selection, planning, and production of mapping projects and independent research and evaluation activities which require the knowledge and application of the technical principles and practices of GIS and/or photogrammetry.Substitutions: A master’s degree in a related field can substitute for one year of experience; a doctorate in a related field can substitute for two years of experience.52.7 Non-Competitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year or more of permanent, contingent-permanent, or 55b/c service as a Mapping Technologist 2 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above. Provisional Pending Examination: If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
