Position Overview
The Marine Liaison Sr. Manager is responsible for all marine and fishing liaison activities for cable installation supply contracts by providing risk assessment and mitigation of manmade impacts to undersea cables. Responsibilities include risk assessment, recommend mitigation measures, and develop fishing agreements, support surveys and cable installation to minimize fishing interference. The group is also responsible for cable awareness programs and for growing our Automatic Identification System AIS monitoring programs in support of our maintenance contracts. This includes identifying cable awareness sales opportunities, developing technical and cost proposals, closing the sale, and executing the work. A direct customer interface is required of this position. The Sr Marine Liaison Manger will often have one or more direct reports to provide training and coordination for.
Responsibilities
Provide cable risk assessments and fault risk analyses for new systems; support cable planning, installation and operation phases; maintain SubCom Cable Fault Database and update records from available sources, conduct or contract fisheries desktop study, identify fishing hazards before survey and pass relevant information to route survey group; in cooperation with cable owners conduct liaison with fishing industry prior to cable routing, where appropriate; provide fisheries information to installation and repair personnel; notify fishermen and mariners prior to cable operations. Manage the movement of fishing gear from the route prior to survey and installation. Lead the contracting of guard vessels to support surveys and installations. Develop cable awareness programs for system owners, work with cable owners to develop policies re fishing; make port visits to inform fishing fleets of cable routes, develop and distribute flyers showing new cable routes; develop databases of fisheries contacts in various regions, negotiate fishing agreements, develop and maintain procedures for Vessel Snag Hotline operations, train hotline staff in procedures. The organization is also responsible for our Automatic Identification System (AIS) monitoring programs in support of our maintenance contracts. This includes refining vessel monitoring methods and refining effective criteria for automated alerts, making recommendations for AIS data feed and/or antenna placement, and management of staff to conduct this work. Maintain and enhance SubCom’s presence in the field through contacts with fishing experts and by presenting at conferences and meetings. Support the bid and proposal team with risk assessment, burial recommendations, and cost estimates for marine liaison and guard vessel services. Identify cable awareness sales opportunities, developing technical and cost proposals, closing the sale, and executing the work. A direct customer interface is required of this position.
