Overview
***This position is physically located in the Marshall Islands in support of LOGCAP***
Master planner generally must demonstrate facilitation, collaboration, and functional analysis skills, and should have expertise in the following areas: transportation network planning, airfield environment planning, the National Environmental Protection Act, community outreach, planning and zoning skills, Air Installations Compatible Use Zones program, Geographic Information Systems/Geo-base, and facility space management. Skillsets relevant to planners also include data analytics, visualization, and severe weather and climate resiliency. Additionally, creating comprehensive development plans to guide future construction and maintenance projects within the installation. #LI-TM1
Responsibilities

+ Application of the urban planning concepts, principles, theories, and methods necessary to identify community needs and evaluate the viability of existing infrastructure in order to develop sustainable installations.
+ Must have the ability to apply asset management principles to development planning.
+ Application of planning concepts, principles, theories, and methods to ensure compatible development through proactive engagement with local, regional, state and federal agencies.
+ Application of concepts, principles, theories, and methods related to the management of planning, design, construction, contracts/contractors and programs. Application of concepts, principles, theories, methods, and tools related to the preparation of financial analysis and cost estimates for asset management projects.
+ General Skills & Abilities: Application of concepts, principles, theories, and methods, and use of tools required to observe, examine, measure, analyze, map, and describe physical and cultural features and phenomena.
+ Lead, inspire, distribute, direct work and hold accountable, reward high performers, mentor and develop employees.
+ Manage financial resources, leverage technology, understanding of personnel systems, understanding contracting and acquisition processes.
+ Develop and lead teams to achieve near, mid, and long-term results, which benefit all stakeholders and the organization. Oral & Written Communication:
+ Communicate clearly in writing and orally.
+ Ability of delivering presentations and addressing senior leaders.
+ Organizational Leadership: Ability to develop or align a unit’s mission & vision to parent organization.
+ Develop goals and objectives for unit operations.
+ Establish unit milestones and budget to conduct unit operations.

Qualifications
+ Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
+ Education/Certifications:
+ Minimum education level of an Associate’s Technical Degree i n engineering, construction management, project management, or a related field (a bachelor’s degree preferred).
+ Project Management Professional (PMP) is desirable.
+ Must be CAC eligible and/or ability to obtain a CAC.
+ Must have and/or ability to obtain a secret security clearance.
+ A valid driver’s license and the ability to obtain a U. S. Government Motor Vehicle Operator’s License and host nation Driver’s License, is required.
+ Experience:
+ Minimum of 10 years with relevant work experience regarding project management and planning skills/planning tools skills, transportation network planning, airfield environment planning, the National Environmental Protection Act, community outreach, planning and zoning skills, Air Installations Compatible Use Zones program, Geographic Information Systems/Geo-base, and facility space management. Skillsets relevant to planners also include data analytics, visualization, and severe weather and climate resiliency.
+ Ability to communicate with people from diverse backgrounds and a sound understanding of the issues which impact project and mission results.
+ Skills:
+ Proficiency in using planning and project management software tools is essential. Common tools include Microsoft Project, Microsoft Office Excel, PowerPoint, Outlook, Word and other scheduling and project-tracking software. Candidates should be proficient with data analysis and interpretation.
+ Effectively able to communicate with various stakeholders, including project managers, team members, clients, and suppliers. Strong written and verbal communication skills are essential.
+ Attention to Detail: Precision is essential in project planning. Errors in schedules or resource allocation can have significant impacts on project outcomes.
+ The ability to adapt to changes in project scope, timeline, or resources.
+ SUPERVISORY/BUDGET RESPONSIBILITIES:
+ Must be able to analyze project requirements, identify potential issues or risks, and develop effective solutions to ensure projects are completed on time and within budget.
+ Regularly review and update the master plan to reflect changing conditions, priorities, and community needs.
+ Works under the general supervision of the Public Works Director (PWD) who assigns area of responsibility and is available for consultation when controversies arise.
+ Working Conditions:
+ Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
+ Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months).
+ Includes some industrial production environment conditions as well.
+ The worker is subject to both environmental conditions. Activities occur inside and outside.
+ The worker is subject to noise. There is sufficient noise to cause the worker to shout in order to be heard about ambient noise level.
+ Physical Requirements:
+ Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
+ Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
+ Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
+ Must comply with all Fire and Safety Regulations and post policies.
