Maternal and Child Health and Nutrition Specialist - PASTI Papua Project

Key Responsibilities:

JOB PURPOSE

This MCHN Specialist will lead the design and implementation of the Primary Health Care (PHC) and Social Behavior Change (SBC) integration model development and piloting. S/He will provide technical assistance for the implementation, monitoring and evaluation of PHC and SBC strategies in selected intervention areas in Papua, as well as building the capacity of PASTI-Papua team and frontline staff in PHC and SBC.

MAJOR RESPONSIBILITIES

Strategy Development and Planning (20%)

Develop and implement nutrition including maternal and child health (MCH) and Social Behavior Change (SBC) strategy (including geographic, and sectoral priorities, key advocacy issues, funding growth plan and networks) which is aligned to national and grant strategy;

Develop, implement and monitor annual nutrition including MCH and SBC plan, including budget and key health milestones of PASTI-Papua project;

Support Grant Acquistion Zone Manager(s), Senior Program Manager(s), and Team Leader(s) of PASTI-Papua projects to develop, implement and monitor projects and Aps business plan including budget and key health milestones.

Resource Acquistion and Management (15%)

Provide budgeting framework for MCH, nutrition and SBC interventions to projects and program staff;

Support Grant Acquistion and Senior Program Manager of PASTI-Papua projects to monitor costs of Grant Project/Area Program's MCH, nutrition and SBC interventions to ensure cost-effectiveness of interventions and to identify ways to leverage MCH, nutrition and SBC programs;

Support Senior Program Manager and Grant Contract Acquisition to develop and monitor annual MCH, nutrition and SBC budget (including program/project, private and grant funding) in alignment with National and Regional Strategy and project priorities;

Capacity Building (25%)

Support the PASTI-Papua projects to identify nutrition including MCH and SBC as a project goal within log frame through trainings, awareness raising, communications, etc;

Develop a standar for PASTI-Papua project to define task nutrition, MCH and SBC competencies and training modules to improve competencies;

Conduct nutrition, MCH and SBC related trainings for projects partners in the assisted area according to the needs of the program;

Support PASTI-Papua project's baseline and evaluations in interpretation and use of data;

Serve as a resource and spokesperson on nutrition, MCH and SBC issues in PASTI-Papua project's related area

Accountability and Quality Assurance (15%)

Contribute to the processes of planning, implementation, monitoring and evaluation area performed on time and with high quality;

Prepare PASTI-Papua project's nutrition, MCH and SBC part documentation and reporting to ensure all required report are submitted on time, accurate, and complete;

Support internal staffs PASTI-Papua project team to continuously monitor nutrition, MCH and SPC of PASTI-Papua to ensure that they meet Wahana Visi and donor accountability standards;

Support the project to have sound nutrition, MCH and SBC strategies (planning and budgeting or annual operating plans) through peer review of project's documents, and support for community needs assessments, etc;

Contribute to documentation, learning and accountability process (assessment, baseline, reflection, evaluation including track progress);

Work closely with other specialists, unit and program department at national and zone level to ensure data are well disseminated and used;

Ensure that the programs and projects contribute to suporter transformation;

Share good approaches or innovations for learning from the PASTI-Papua project's areas and external partners

Networking and Coordination (15%)

Develop dynamic and relationships with the Health Office and other health institutions and other related institution at provincial levels;

Enhance relations with government, donors and supporters to increase credibility of PASTI-Papua project's nutrition, MCH and SBC programme;

Develop robust partnerships with other stakeholders for shared learning, joint implementation and leveraging of similar nutrition, MCH and SBC interventions;

Identify advocacy issues and support PASTI-Papua projects advocacy initiatives to improved nutrition, MCH and SBC programme at local levels;

Represent the PASTI-Papua project to internal and external stakeholders meeting as appropriate;

Be responsible for maintaining and strengthening relationships with key partners and ensure that the partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable;

Advocate for nutrition, MCH and SBC at the local level through strategic relationships, position papers and policy briefs, and collaboration with relevant ministries/officies.

Management and Leadership (10%)

Provide self-capacity building in nutrition, MCH and SBC workload management and orientation;

Create enabling and positive team environment where colleagues are able to develop their spiritual gifts and grow in Christian maturity;

Create an enabling and positive team environment where staff are able to develop their talents and grow in their development sector skills, knowledge and professionalism;

Model a biblical view of leadership;

Submit monthly management reports with completeness, quality and timeliness;

Facilitate spiritual nurture activities for team members according to WV core documents;

Ensure alignment to safeguarding of program activities;

Coordination and work planning with other specialists to ensure program implementation as standard.

Required profession experience

Substantial experience (typically 4-5 years or more) in designing, implementing, and evaluating maternal and child health and nutrition programs, preferably in the context of international development or humanitarian work;

Demonstrated experience in working with diverse stakeholders, including government agencies, NGOs and community-based organization;

Experience in managing and providing support to nutrition, maternal and child health and SBC projects

Required education, training, license, registration, and certification

Master degree in public health, nutrition, maternal and child health are preferred or Bachelor Degree in related field

Preferred knowledge and qualifications

Cultural sensitivity and adaptability to work effectively in diverse cultural settings;

Understanding of the specific cultural context and challenges related to maternal and child health and nutrition in Indonesia;

Alignment with Wahana Visi's core values, mission, and strategic directions;

In-depth understanding of maternal and child health, nutrition, and sunting related issues;

Familiarity with evidence-based practices and interventions in the field of maternal and child health and nutrition in Indonesia;

Knowledge of global and national policies related to maternal and child health and nutrition;

Ability to effectively communicate with a range of stakeholders, including donors, government officials, community members, and WV staff;

Know and/or understand the Indonesia Health System Strengthening (know the Integration of Primary Services/Integrasi Layanan Primer is an advantage)

Travel and/or work environment requirement

Ability to move freely, both indoors and outdoors, to conduct site-visits, meetings, and other activities related to the job responsibilities;

Ability to do site visit to Mimika, Asmat, and also Nabire

Physical requirements

Awareness and commitment to maintaining a healthy work-life balance, consider the demanding nature of travel and field work.

Frequent travel to field locations, sometimes to remote or challenging areas

Language Requirements

Proficiency in English and Bahasa Indonesia

Proficiency in local language(s) relevant to the ministry areas of PASTI-Papua project is an advantage
