MEAL Coordinator

1.    Background

2.    IRC Burundi

The IRC began working in Burundi in 1996 mainly supporting refugees. In June 2006, IRC was authorized by the Burundian authorities to expand its humanitarian efforts and provide assistance to IDPs, returnees and the vulnerable resident population countrywide. Since then, IRC activities have been focused on NFI distributions, WASH, Protection, Education, social cohesion, Livelihoods Mainly in six Provinces (Muyinga, Ruyigi, Makamba, Cibitoke, Rutana, Cinkuzo and Bujumbura).

En effet, l’union Européenne finance deux projets pour IRC et un consortium d’ONG visant à renforcer la protection et la résilience des populations déplacées en Tanzanie, Burundi et autres pays des grands lacs.

Afin d’assurer la coordination intégrée de ces deux projets, l’IRC recrute un Coordonnateur de la communication et du Plaidoyer.

IRC In Burundi, is one of the key partners of the Government and the European Union in the implementation of sectoral policies linked to the repatriation and reintegration agenda of Burundian refugees. The European Union is funding two projects for IRC and a consortium of NGOs aimed at strengthening the protection and resilience of displaced populations in Tanzania, Burundi and other Great Lakes countries.

To ensure integrated coordination of these two projects, IRC is recruiting a Consortia Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator.

3.    Job overview

The IRC seeks a Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator for two European Union repatriation and reintegration funded projects in Burundi and Tanzania. The two projects will enable vulnerable and marginalized to promoting the protection and resilience of returnees in Burundi.

The two projects (Kaze Twiyunge and Cross-border integrated response to advance protection and resilience for displaced populations in Tanzania and Burundi) will focus on an integrated and shared coordination program model that includes resilience, peace building, livelihood, education, protection and Livelihood sectors for a dignified repatriation and reintegration of Burundian refugees in Great Lake.

The MEAL Coordinator will be responsible for developing and implementing the two project’s integrated monitoring, evaluation, and learning strategy, in accordance with IRC, European Union, and international best practices. S/he will work closely with the Chief of Party, Projects Leads, technical staff, technical, authorities, donor and local partners to ensure that relevant data is collected, analyzed, and used to inform management and design decision and to provide strategic project updates and high-quality reports and insights, as required.

4.    Lieu du poste

This position is based in Bujumbura, Burundi but with several visits to fields sites.

5.    Job Responsibilities

Technical Oversight

Provide technical leadership for an efficient monitoring system and reliable processes throughout the project cycle from the design, implementation to close-out and learning including:

Using learning and evidence from internal and external sources including previous projects to inform proposal design and Theory of Change;Developing and operationalizing, logical framework, MEAL plan, data collection tools, processes for data management, consolidation and back-up, clients feedback approaches, quality checks and audits, and data visualization;Conduct regular visits to project sites to provide on-site technical assistance, ensure proper monitoring of project activities and efficient implementation of project tools;Develop and advocate for adequate MEAL budget and staffing structure for the project;Producing high-quality data, analysis, reports, presentations, and dashboard of key findings that foster learning and decision-making and share in key meetings such as project cycle meetings and strategic senior management team meetings;Communicate information obtained through MEAL activities to program staff, and external stakeholders, including European Union Delegation, to enable informed decision making;Provide technical leadership for the design, method, and conduct of surveys such as baseline, midline and endline, and the commission of evaluations and surveys as required in coordination with program management, technical advisors, and consortium partners when needed;Lead and advocate for the expansion of standard mobile data technology and online dashboard to enhance timeliness and quality of data collection, analysis and visualization;Provide technical leadership to project efforts in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms;  Lead a quarterly presentation on the progress of activities/indicators.

Accountability

Oversee the joint projects’ s accountability mechanisms;

Ensure all partners appropriately refer to complaints and feedback and have appropriate mechanisms to respond to sensitive complaints.

Internal and External Coordination:

Lead the inter Consortiums MEAL working group, sending out meeting invites, preparing the agenda, documenting minutes; and developing the MEAL framework for the program and ensuring compliance with agreed EU and members standards;Regularly communicate with partners to support routine data collection, and analysis;In coordination with program and technical coordinators and managers, represent integrated consortium externally with the donor, partners and the wider aid community through clusters and sectoral working groups as relevant;Maintain good working relationships with implementing partners on joint research and MEAL activities;Actively contribute and collaborate with regional/global counterparts to promote M&E and IM best practices and joint learning across DRC programs.

Research & Learning

Design Joint Analysis for the consortiums and design appropriate methodologies and tools;Design research and policy papers focused on the learning agenda of the consortium;Oversee the work of a third-party consultant in conducting the consortium impact evaluation, research and ensure partners use feedback to inform changes in the program design and implementation where feasible;Liaise with consortiums partners to ensure completion of After-Action Reviews (AARs) following the completion of major activities, then share learnings from these AARs internally within the consortiums;Lead learning events and activities, as informed by the project learning agenda, to support cross partner learning, and adaptive management;Produce learning briefs based on the learning events;Actively support the consortium advocacy initiatives and contribute to the provision of evidence needed for said strategy.

Human Resources

Promote the growth and development of others in the project team and partners by assessing proficiencies, developing and leading targeted learning and training strategy, providing coaching, mentoring and supporting M&E and MEAL staff, providing vital tools and resources, as well as on the job training;Supervise medium to large sized MEAL team across multiple sectors and geographical areas by setting clear performance objectives, managing staff work plans, establishing regular performance reviews, championing a positive working environment for professional development, fostering an inclusive and respectful team climate, where all staff are valued and respected and can contribute to their maximum potential;Lead the recruitment of country MEAL staff, temporary seconded staff, consultants and support their onboarding.
