Major Responsibilities:
Strengthen Evidence Based Programs:
Accountable for Design, Monitoring and Evaluation and work closely with the National level MEAL Manager and SUAN Project Manager to strengthen evidence-based programming by supporting projects through establishment of a monitoring system which consolidate all strategic data from all projects and ensure the use of evidence-based M&E tools.Accountable for Baseline and Evaluation for projects and its report and ensure that MVC data are collected in all target areas. Maintain and update a consistent database.Support in Reporting and M&E for different stakeholder (SOs, Gov’t and Grants) and assist coordination of Annual Business Plan, semi-annual review and reporting.Review project log frames and LEAP to ensure that there is program logic in the log frames.Development and continual improvement of simple M&E processes, guidelines and tools to strengthen M&E practice led with input and collaboration by Project Manager, MEAL Manager, technical specialists.Data consolidation and analysis of all available data led resulting in the generation of evidence of change at the provincial level.Communicate and share data and information with MEAL manager so that data can be used to show best practice to others.Ensure Project information requested by WVL NO and Project Manager is provided in a timely manner.Provision of Technical Support to Respective Projects and Government Counterparts:
Provide and facilitate capacity building of technical and operations staff.To facilitate learning and reflection to improve M&E implementation in WVIL.Conduct monitoring support visits and Data Audit visit to project implementing sector and provide in the field technical consultation as requested, to ensure quality of sector activities implemented.Arrange for the translation of monitoring, evaluation and reporting resources into the Lao language.Assist donor visits and participate in donor visits when necessary.In times of emergency, provide technical support to disaster responses as directed by line management.Contribute to advocacy campaigns as directed by line management.Provide relevant technical support to conduct PQSR process and other annual requirements.Collaboration and Coordination
Liaise with provincial and district government departments to ensure understanding of WVL’s M&E tools and evidenced based programming.Together with the National MEAL Manager, engage actively with external partners working in the DME sector. This includes INGOs, NPOs, UN and other profit/public organisations. With supervision, seek opportunities for collaboration on best practice programming models.Program Monitoring:
In collaboration with the National MEAL Manager and technical sectors, develop simple and practical monitoring system and tools that can be used by project to track the progress of project implementation, and to capture learning.Work with Project Manager, Technical Project Coordinators and District Technical Officer to ensure that the developed monitoring tool/system is used to ensure accountability and achievement of expected results and for learning.Support on how to develop M&E plans (and Indicators Tracking Table) as part of programme/project design. Make sure that baseline and target values for the indicators are set, appropriate monitoring methodology is developed and followed by the programme/ project team with M&E support.Ensure that the technical specialists are involved in the design of monitoring tools/systems and evaluations.Program Evaluation
Facilitate and provide technical support to Project for the process of project evaluations. This includes coordination, planning and resourcing program evaluations.In collaboration with MEAL Manager, provide training in participatory programme evaluation to TP, AP and Government DME staff/teams.Assist the TP and AP staffs in producing project evaluation documents that are LEAP compliant.Support and be the focal person on conducting data collection for National, regional research -assessment as required.Required Education, Professional Experience
In absence of the degree, it is required to have at least 3-year experience in community development, particularly in participatory project management.Knowledge of development work, including program logic, theory of change, and community empowermentStrong understanding of evidence-based programming and a commitment to excellenceAbility to train others, ability to provide technical guidance and support to others, including project staff. Good presentation skills. Strong team work and supportDemonstrated experience of setting up and extracting data from electronic data collection systems such as Kobo and ODK.Demonstrated experience in Microsoft Access or other database.Demonstrated experience in statistical analysis.Demonstrated experience in Baseline, Mid-term and End line assessments and development and use of both quantitative and qualitative tools.Excellent oral and written communication skills in English and LaoWillingness to travel to districts on a frequent basis.Bachelor degree in integrated development management from a recognized university or an institute.Minimum of three years in demonstrated competency in providing management level supportGood analytical skills and Statistical data analysis software (Power BI, SPSSS, STATA or Excel)Good understanding of Lao Government policy, laws and institutions and the ability to work together with the various stakeholders.Experience supporting development activities in NGO contextVerbal and written communication in English & Lao.Travel and/or Work Environment
