About the Board of Animal Health (BOAH): BOAH operates under the direction of an 11-member board of animal industry professionals to: • Protect Hoosiers' investment in animal agriculture, wildlife, horses and companion animals. • Protect public health by preventing and controlling the spread of animal diseases, such as rabies, which pose a threat to people. • Maintain a vital link in a safe food supply through the state meat and poultry and dairy inspection programs. • Help people and their animals who are victims of large-scale disasters such as floods and tornadoes. Role Overview: The Meat Processing Manager serves as a subject matter expert for Public Health Information System (PHIS), labeling, processing, and sampling programs. You will works with agency leadership to ensure activities in regulated establishments produce products that are safe for human food, unadulterated, accurately labeled, and complies with all applicable laws. As a Meat Processing Manager you will represent the BOAH in liaison contacts with plant owners, Indiana Department of Health and local health departments, U.S. Food and Drug Administration, United States Department of Agriculture Food Safety Inspection Service, and food safety laboratories. In this role you additionally may be eligible to complete training in Compliance or as an Enforcement, Investigation and Analysis Officer (EIAO). Salary Statement: The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience. A Day in the Life: The essential elements of the job duties: + The Meat Processing Manager functions as the subject matter expert and consults with staff, to clarify procedure and interpretation. + Incumbent serves as a subject matter expert for Public Health Information System (PHIS), labeling, processing, and sampling programs. + Incumbent is responsible for designing, creating and implementing training programs for new and existing inspectors in all areas of subject matter expertise. + Incumbent designs and implements label approval programs, reviews and carries out label approvals. + Incumbent designs and implements programs to collect, analyze and report data from activity at state governed facilities. + Perform standard evaluations of Meat and Poultry Inspector's sampling methods and other techniques and processes making recommendations with respect to new principles and policies. Works to establish related goals and priorities. + Review, analyze and evaluate Meat and Poultry Division documents, records, and files for compliance with Indiana and federal law. + Provide consultation and technical advice to the BOAH Meat and Poultry Division Director and Deputy Director, Area Supervisors, and Inspectors. Provide information to meat and poultry plant owners and managers on the provisions and application of the Indiana and Federal meat and poultry inspection laws. + Serves as liaison with USDA, Food Safety Inspection Service personnel on federal reviews of official and Cooperative Interstate Shipment program facilities. + Perform related duties as required by the Meat and Poultry Division Director The job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee. What You'll Need for Success: You must have the following requirements to be considered for employment: + A Bachelor Degree, preferred, from an accredited University or College with a minimum of thirty (30) semester hours in biological science, chemistry, food science, nutrition, microbiology, agriculture, administration, mathematics, engineering, environmental health, public health, or a related field. + Preferred Completion of state provided training to become certified by the United States Department of Agriculture, Food Safety Inspection Service (FSIS) as an EIAO. + Successful completion of USDA training courses, including livestock and poultry slaughter, inspection methods, further processing and labeling, and ready to eat/shelf stable which requires attending courses and passing exams. + Extensive knowledge of Meat and Poultry Inspection as described by the Indiana and federal law. + Extensive knowledge of, and the ability to apply and use federal and state laws and policies. + Extensive knowledge of food protection principles and practices, including bacteriology, microbiology, chemistry, food science, engineering, and computer technology. + Specialized knowledge of inspection and investigation methods, procedures, and techniques. + Ability to communicate, verbally and in writing, with individuals or groups. + Knowledge and ability to operate a personal computer and applications. + Ability to obtain a valid driver’s license and to perform moderate travel with reliable transportation.
