The Opportunity:
Regional Media Specialist will provide direct support to the contractor screening and vetting operations under Naval Forces Africa (NAVAF) and Camp Lemonnier, Djibouti (CLDJ) Base Access Control Office (BACO). Regional Media Specialist will be assigned to Locally Employed Persons Screening Teams (LEPSTs) to help facilitate screening interviews and vetting operations.
Responsibilities:
Provide insightful, objective analysis that can be instrumental in assisting and advising Locally Employed Persons Screening Teams (LEPSTs) on the formulation of communications approaches within the Force Protection Screening and Vetting (FPSaV) Process
Assist with Language and Cultural reviews of Media Exploitation (MEDEX) efforts
Assist in the preparation of multi-media exploitation products to include regional and local social media and news reviews
Participate in the research, development and presentation of multi-media intelligence products at the operation and strategic levels.
Assist in the performance of Cellular Exploitation (CELLEX) efforts as part of force protection screening activities
Assist with the processing, translating, the MEDEX/CELLEX products and related raw data in accordance with applicable DoD, AFRICOM, Naval Forces Africa (NAVAF) and Camp Lemonnier, Djibouti (CLDJ) Base Access Control Office ( BACO) policies.
Fluency/expertise in speaking, writing and reading in the designated languages
Responsible for written and oral translation or interpretation of designated language used in FPSaV interview
Provide written and/or oral translations of materials and products between languages for use by LEPSTs personnel
Fluency in the designated language.
Qualifications:
Must have, at minimum, an active Secret security clearance (CAT II linguist)
An excellent command of targeted language, as well as strong verbal and written American English skills (grammar vocabulary, idioms, and spelling). Linguist work products are prepared in English. Applicants shall have Interagency Language Roundtable (ILR) Level 3 – Professional working proficiency or Defense Language Proficiency Tests (DLPT) level 3/3 in Target language(s), including reading, writing, speaking, and listening comprehension. Native proficiency preferred but not required.
Must be qualified/certified to read, write, and speak following foreign languages (location dependent) Somali: Additional ability to speak Arabic is a plus but not required
Possess basic computer and typing skills (Windows, Word, Excel, PowerPoint)
Must have in-depth geo-political knowledge of assigned region
Must be able to understand the essentials of all speech in a standard dialect and to follow accurately the essentials of conversations between educated native speakers.
Must be able to provide accurate idiomatic translation of non technical material using correct syntax and expression from English to the Target Language or vice versa
Must be able to interpret/translate using colloquial and slang words and phrases.
Must be able to conduct consecutive and accurate translation, transcription, and interpretation services of on-going conversations and intelligence collection activities into, from and between the Target language and English
Able to accurately provide the cultural and ethnic context of translation and interpretations, and provide advice on the cultural and ethnic significance of statements, conversations, situations, and documents, etc.
Must be able to accurately perform document exploitation (scan, research and analyze foreign language documents for intelligence information)

The proposed salary range for this position is:
