Occupational Summary
The Medicaid Deputy Director for Finance serves as the Chief Financial Officer for Medicaid and is a member of the Medicaid Director's Executive Team. The CFO provides direction and support to the following Medicaid departments: Financial Management and Operations, Medicaid Program Budget, Managed Care Finance, Rate Setting and Audit . The CFO is responsible for managing and financing budgets that total $17.9 billion which is funded with state and federal dollars.
Job Duties Include, But Are Not Limited To:
+ Responsible for developing and financing the annual Medicaid Administration budget and the Medicaid Vendor Payment budgets which total approximately, $611M and $17.3B, respectively.
+ Participates at the highest levels in LDH Management in planning and developing agency initiatives and coordination of budget development for other LDH agencies, with Medicaid funding requirements, to ensure the appropriate use of Medicaid funds.
+ Independently evaluates program effectiveness and efficiency and makes needed changes or makes recommendations to the Medicaid Executive Director for changes in staffing and human resource utilization.
+ Works closely with Program Managers on a daily basis to define their work priorities, coordinate work activities, and monitor the progress of assignments.
+ Responsible for monitoring Medicaid expenses for Administration and Medical Vendor Payments to ensure that the expenses are financed and reported appropriately.
+ Responsible for developing the Medicaid monthly forecast and other legislative budget reports and presenting the same to legislative committees.
+ Stays abreast of changes in state and federal rules and/or laws that impact the Medicaid program.
+ Undertakes numerous special studies and projects at the direction of the Secretary, Undersecretary, and/or the Medicaid Executive Director.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Nine years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus six years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

To serve as one of two assistant administrators of the Medical Vendor Administration which sets the policy for health care reimbursement for federally mandated and other services; to assist in the management of all related activities including needs review; inspection and licensure of facilities; certification of participants; quality control and policy enforcement rate setting.

Broad direction from Medicaid Director.
Supervision Exercised:
Direct line over Section Chiefs within the Medical Vendor Administration.

Differs from other administrative positions in DHH by its unique responsibility for day to day management of several operating sections involved in Medical Vendor Administration and related programs.
Examples of Work
Directs the activities of several program managers involved in the Medical Vendor Administration in DHH.
Analyzes assigned program objectives and directs staff activities to accomplish desired results; meets with government officials, medical professionals and others to explain the agency's position; presents testimony at hearings and drafts needed legislation.
Coordinates program efforts with other agency sections/units to assure agency compliance with federal and state regulations.
Interviews and makes recommendations for hiring staff; oversees
their training and development; monitors their performance to ensure that programmatic goals are achieved.
Keeps in touch with development of trends and practices in Medical Vendor Administration on a national scale so that plans may be developed to improve the medical program and enable the Medical Vendor Administration to meet its goals.
Determines the need for new programs or changes in existing programs; presents recommendations, outlines methods of meeting these needs and directs subordinates in development of policies and procedures for the Medical Vendor Administration.
Undertakes numerous special studies and projects; prepares report(s) of findings; develops proposals for legislation; testifies before public bodies, including the legislature.
