Overview The Medical Director serves as a member of the Project Management Office for the Medical Support Services Iraq and Qatar Medical Support Services programs. The Medical Director oversees clinical operations and provides medical leadership. This role requires adherence to all US Department of State requirements for qualifications, licensing, and experience. This position is US based; however, candidates must be able to deploy to Iraq, Qatar, and other OCONUS locations as required. The Medical Director oversees the General Medical Officer and Chief Medical Officers based in OCONUS locations and oversees clinical performance measures. Oversight of clinical capabilities includes the following areas: primary, urgent, and emergency care provided by physicians, NPs, PAs, and support staff broadly trained and certified to provide general and specialty care, including surgery, orthopedics, neurology, gynecology, radiology, emergency medicine, critical care, Teladoc consultation capability, mental health care, and triage. The Medical Director is engaged in all responses to evacuate patients to the next level of medical care. Responsibilities Major Job Activities: Description: Please list by order of priority and, if possible, provide the percentage of time spent on the activity all should equal 100%. % of Time Spent Typical duties include, but are not limited to: Clinical Oversight: Provide leadership and guidance to clinical staff members, ensuring the delivery of high-quality and up to date medical care. Develop and implement clinical protocols and procedures in accordance with best practices and international standards. Oversee regular clinical audits and quality assurance activities to maintain compliance with regulatory standards. Lead and participate in meetings or task force groups to ensure continuous quality improvement both at the PMO level and with the clinical team in country. Communicate issues or concerns raised by the clinical team in country to the PMO and sets strategies for solutions and resolution Maintains knowledge pertaining to new developments, new task efforts, and new policy requirements and collaborates with member of the PMO to plan, implement and oversee success of each. Communicates directly with in country CMO during medical evacuations and bears responsibility for the oversight and coordination of medical evacuation (ground and air) both within and out of Iraq Oversees the planning and implementation of MASCAL training and drills. Oversees and directs clinical staff ongoing training program 100 Material & Equipment Directly Used: Excellent computer, interpersonal, oral and written communication skills required. Computer skills include a working knowledge of Microsoft Word, Excel and Outlook. Physical Activities: OCONUS locations are in an unstable region of the world in a physically challenging and stressful environment. It may require unusual physical exertion under unfavorable conditions including exposure to extremely hot and dusty conditions, air pollution, and uneven and rocky terrain. Personnel shall be able to perform certain emergency functions to include responding to duck-and-cover alarms, quickly seeking cover in a protected bunker, opening heavy doors (some more than 100 pounds), climbing stairs, and boarding/de-boarding helicopters without requiring assistance from others. Employees must be willing and able to perform job requirements in this environment, as well as deploying to Iraq for extended periods. Work schedules are typically six (6) days per week and twelve (12) hours per day. Employees may be performing physical activities including, but not limited to, heavy lifting and moving of items, climbing in and out of equipment, crawling, and working outdoors. All employees must be able to move quickly to cover during security alarms. This includes being able to lift, carry and/or wear forty (40) pounds of personal protective equipment (PPE) for extended periods of time and being capable of running during emergencies without putting oneself or others at risk. All staff must maintain physical and dental requirements for duration of deployment. Qualifications Education / Certifications: Maintain a current unrestricted U.S. (State) license as a Physician; Emergency Medicine Specialist (defined by current board certification) with a broad interest and experience providing primary care across the range of office-based general specialties including, but not limited to, GYN, dermatology, ENT, pulmonary, neurological, cardiovascular, ophthalmology, orthopedics, psychology, and gastroenterology. Current ATLS and ACLS are required. Or Family Medicine Specialist (defined by current board certified or equivalent board certification) with interests as described above and with interest, additional training, and practice experience to include the broad range of gynecologic, medical, surgical, orthopedic, psychiatric, and trauma emergencies. Current ATLS and ACLS are required. Or Internal Medicine Specialist (defined by current board certified or equivalent board certification) with interests as described above and with interest, additional training, and practice experience to include the broad range of gynecologic, medical, surgical, orthopedic, psychiatric, and trauma emergencies. Current ATLS and ACLS are required. Maintain current certification in Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS) and Cardio Pulmonary Resuscitation (CPR); Have recent completion of Tactical Combat Casualty Care (TCCC) or comparable advanced trauma course featuring “live tissue” or exceptional simulation training is highly desirable; Licenses must be in good standing, without restrictions, and maintained through the period of employment; ACLS and ATLS must be current throughout the period of employment. All health care providers and medical support staff must have recent clinical experience in patient care for at least six months out of the past year. Experience / Skills: Minimum 5 years of experience as a Medical Director or Chief Medical Officer with proven leadership and management skills. Experience working in a diverse and multicultural environment, preferably in an international setting. (may consider requiring at least 2 years international experience) Effective communication, interpersonal, and organizational skills. Ability to work effectively under pressure and in challenging conditions. Additional Requirements: Willingness to deploy to OCONUS locations, including Iraq, and work in a high-risk environment. Ability to obtain and maintain a security clearance from the US Department of State. Compliance with all pre-deployment medical and security screenings. Understanding of and commitment to mission and values.
