Project Overview

USAID’s ProtectHealth, based in Manila, the Philippines, in collaboration with other USAID projects, supports the Government of the Philippines (GPH) to enhance access and financing to meet key HIV, tuberculosis (TB) and family planning (FP) outcomes while realizing its goal of achieving universal health care (UHC). USAID’s ProtectHealth will specifically support GPH’s implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system.

USAID’s ProtectHealth provides technical assistance (TA) to the GPH to rapidly and effectively enact reforms envisioned in new legislation on UHC (Republic Act 11223) and TB (Republic Act 10767). Specifically, USAID’s ProtectHealth builds GPH capacity by testing the implementation of different health financing reforms in selected Local Government Units (LGUs) to generate evidence and influence policy development at the national and local level. In this context, USAID’s ProtectHealth is supporting the implementation of the City-wide TB Elimination Campaign (CiTEC) in Cebu City in collaboration with USAID’s TB Innovations and Health Systems Strengthening (IHSS). CiTEC aims to generate evidence and develop approaches, tools, and systems to support the Department of Health (DOH) and PhilHealth to implement UHC, using TB as the tracer program. In terms of financing, USAID’s ProtectHealth provides support to Cebu City in securing grants from the DOH Central and Regional units, enhance the current TB DOTS Outpatient Benefit Package of PhilHealth, to include TB network accreditation, and ensure efficient consolidation of funds through the establishment of the Special Health Fund (SHF) or a similar fund pooling mechanism (e.g., TB trust fund), among others.

 Primary Duties and Responsibilities: 

This is a Cebu City-based consultancy, reporting directly to the Field Implementation Specialist responsible for implementing, coordinating, and supervising clinical aspects of various activities under CiTEC, in support of USAID’s ProtectHealth project. The duties of a Medical Field Officer will include, but are not limited to:
●Ensure screening, sputum collection, sputum transport (via STRiders), treatment initiation, TB treatment, and management is timely and in accordance with TB protocol / clinical practice guidelines (CPGs);
●Ensure treatment adherence monitoring of TB patients is regularly performed, including referral of diagnosed TB patients for PHIC registration as needed and filing of claims after the end of treatment phases;
●Review weekly CiTEC progress and CiTEC TB data to ensure appropriate diagnosis, timely treatment, and regular monitoring of identified TB cases;
●Effectively communicate the relevance and importance of TB elimination and CiTEC to external partners in the field, such as barangay officials, City Health Workers (CHWs), Civil Society Organizations (CSOs), and Mambaling residents in the community;
●Discuss and coordinate with Health Care Institutions (HCIs), public and private, on TB/Primary Care Provider Network (TCPN/PCPN) discussions;
●Coordinate with the CiTEC field team in the implementation of TB service delivery activities;
●Report updates on the TB service delivery to the CHO on a regular basis;
●Ensure confidentiality of CiTEC data collected and compliance with Data Privacy Act; and
●Perform any other tasks related to CiTEC as may be directed by the Field Implementation Specialist and RMELFA Adviser.

Required Qualifications:

●Degree in Medicine and has passed the Philippine Physician Licensure Examination;
●Licensed medical doctor;
●Knowledge and experience in the treatment and management of TB cases and program management, an advantage;
●Willingness to be trained on the TB Manual of Procedures (MOP), training on the TB MOP an advantage;
●Sound written and verbal communication skills in Cebuano and English;
●Familiarity and strong ability to connect with the CiTEC community, Brgy. Mambaling, an advantage;
●Strong organizational skills to ensure activities, schedules and progress of work are on schedule;
●Ability to work as a part of a team when required.
