The primary purpose of this position is: To collect blood from Military Treatment Facility (MTF) inpatients and outpatient for laboratory. Responsibilities Performs phlebotomy duties. Collects body fluid and other samples for testing. Trains and provides orientation in phlebotomy and other specimen collection procedures, orders supplies, and maintains data in automated systems. Utilizes safety and infection control practices and procedures following established rules and regulations and maintains a safe and clean work environment. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Medical Technician Series 0645. SPECIALIZED EXPERIENCE: Applicants must have at least six months of specialized experience at the next lower grade GS-03, or equivalent in other pay systems. Examples of specialized experience includes knowledge of phlebotomy procedures for collecting blood samples by venipuncture or by capillary method; and for collecting body fluids, skin scrapings, throat or wound swabs, and specimens for culture and sensitivity from patients of all ages; knowledge of safety and infection control practices and procedures including those for disposing of contaminated medical waste material and needles; ability to label and prepare samples for transport to lab; enter data in the Composite Health Care System and Third party Collection system; and protect sensitive data from unauthorized release, alteration or deletion. OR EDUCATION: Successfully completed an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; or (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of phlebotomy procedures for collecting blood samples by venipuncture or by capillary method, and for collecting body fluids, skin scrapings, throat or wound swabs, and specimens for culture and sensitivity from patients of all ages. 2. Knowledge of safety and infection control practices and procedures including those for disposing of contaminated medical waste material and needles. 3. Ability to label and prepare samples for transport to lab, enter data in the Composite Health Care System and Third party Collection system; and protect sensitive data from unauthorized release, alteration or deletion. 4. Skill in receiving patients, providing verbal instructions regarding sample collection process to be followed prior to, during, and after specimen collections, and preparing and reviewing laboratory slips for required information. 5. Ability to recognize signs or symptoms of physiological reactions and act appropriately to prevent injury to and stabilize the patient. 6. Ability to train and instruct other laboratory personnel, medical staff, students, new employees, reservists and volunteers in proper phlebotomy procedures and document competency/training and educational folders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
