Medicare Systems IT Project Management Senior Director- Cigna Healthcare- Remote
As the Program Lead within the Cigna Government Medicare Technology organization, the initial focus will be leading the activities aligned with the integration and separation of Corporate systems for the Government divestiture program. The goal/objective of this program is to ensure the successful separation and transfer of the Cigna Medicare technology assets over the acquiring company within the transition period. The scope within this initial workstream includes the separation of the technology systems supporting Finance, Human Resources, Legal and employee devices. This position requires the individual to work closely with the acquiring company and their business and technology organizations to coordinate the transition of the Cigna Government organization’s corresponding business processes and data. Responsibilities includes the leadership of delivery of the scope associated with the Government Medicare corporate systems. The leader will work with the delivery areas to address technical decisions, delivery planning, quality engineering, production implementation and ongoing support of the platform. This individual will work with business, technology, and solution teams within both the acquiring company and the Cigna Government business to develop and execute the technology divestiture plan for the business and technology capabilities. This individual must possess a strong understanding of business processes and capabilities, both functional and end-to-end, and prioritize the engineering of critical business processes and capabilities. This individual will be responsible for working closely with the business and technology leadership to share status, concerns, and recommendations. The leader will be responsible for financial and budgetary management for multi-million-dollar budgets. **RESPONSIBILITIES:** + Coordinate with Business leadership to understand all aspects of business needs. + Provide program/project management for the delivery of the separation of Cigna Government systems that supporting Finance, Human Resources, Legal and employee devices. + Work closely with acquiring company’s business and technology teams. + Manage the provisioning of employee access to new systems and processes. + Ensuring access to documentation, collaboration tools, SharePoint, share drives, confluence etc + Manage the coordination of procurement and deployment of new employee devices (desktops, phones, monitors, etc.), and collection of decommissioned Cigna devices + Provide regular status reports to business and technology leadership on current concerns, challenges and issues, including recommendations for resolution. + Provide leadership direction for delivery teams delivering on highly complex technology ecosystems. + Financial/budget management. + Leadership for Architecture, Delivery, Quality Engineering and Production Support organizations. + Matrix management of both internal and third-party vendors for on-time delivery of integrated delivery plans. + Management of third-party partners for delivery and program management. + Work with business owners to define acceptance criteria. + Coordinate with Product Owner, Technical Leads, Product Managers and QA on readiness for release and timeline. + Provide recommendations for **Go/No Go release decisions.** **REQUIRED SKILLS:** + Bachelor’s Degree. + AWS Cloud Engineering. + Previous Medicare experience in Enrollment, Membership, Migration and Fulfillment functions. + Experience with Mergers and Acquisitions (M&A), including coordinating activities between both parties is a plus. + Deep understanding of SDLC processes, agile development. + Experience managing Onshore and offshore teams. + Knowledgeable with high complexity, high volume transaction healthcare claim environment. + Preferred experience working for a program involving a highly matrix organization within a heavily integrated environment. + Strong knowledge of data model/database design concepts and working knowledge of SQL. + Experience working with multiple groups, both internally and externally – clients, engineering and product management teams. + Excellent attention to detail, with strong analytical and problem-solving skills. + Excellent written and oral communication skills. + Professional and credible in front of business and technology leadership and customers. + Ability to work with shifting priorities to meet project requirements; self-motivated. + Knowledge of Agile principles. + Budget, cost and profitability management skills. + Knowledge of resource management tools. + Strategic Thinking: Ability to juggle multiple goals and deadlines in the context of the big picture. + Team Leadership & Development: Ability to mentor, coach and effectively transfer expertise to others. + Facilitation, Negotiation & Problem Resolution Skills: Ability to build a strong network and relationships at executive levels with technology and solutions, customers and vendor groups Qualifications (i.e., preferred education, experience, attributes). + 20-25% of travel may be necessary. **CORE COMPETENCIES:** + Influential Leadership + Enterprise Mindset + Driving Change + Managing Vision and Purpose + Negotiation + Customer Centric Thinking + Professional Savvy + Motivating Others If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload. **About Cigna Healthcare** Cigna Healthcare, a division of The Cigna Group, is an advocate for better health through every stage of life.
