MEL Advisor

Tuvli, an Akima company, is hiring for a MEL Advisor to support our DoS client located in Washington, DC.

Responsibilities

Develops and implements plans to monitor impact, outcomes (including negative/unexpected outcomes) and implementation of Guide the analysis and use of monitoring data and information to improve the Strategy, its implementation, and effectiveness, including how diplomatic engagement and public diplomacy have contributed to the effectiveness of foreign assistance.

Guides planning, resourcing, and implementation of evaluations of questions spanning two or more of the prioritized countries/regions, to inform improvements to the Strategy, its implementation and effectiveness. Ensure these are coordinated with related evaluations managed by Posts and other relevant actors.

Advocates, monitors, and guides the implementation of evaluation recommendations.

Develops and guides the implementation of prioritized strategic learning agenda, in coordination with post-specific learning agendas.

Advocates, monitors and, guides the use of learning products.

Helps ensure that the 10-year plans are synced with MEL plans for foreign assistance, and global lessons learned are shared.

Coordinates and supports country-based MEL advisors and National Capital Region-based MEL specialists.

Advocates centrally for MEL resources and reforms.

Coordinates with other major strategic monitoring efforts (e.g., Stabilization Assistance Review; Women, Peace, and Security; Atrocity Prevention; Performance Plan and Reports; Joint Regional Strategy).

Liaises with National Capital Region-based and global SPCPS stakeholders (civil society, private sector, multilaterals).

Guides creation and supports centralized interagency online data and knowledge management system. Ensure that user feedback informs improvements.

Conducts briefings on MEL findings and recommendations and prepare senior leaders to do so.

Travels to SPCPS Posts or to meet with international partners (including host nation, other donors, and civil society organizations) as necessary in support of these tasks.

Qualifications

General familiarity with the theories, policies, and practices of conflict prevention and stabilization in fragile states, and the major relevant bilateral, multilateral, and nongovernmental partners of the USG.

Knowledge of U.S foreign assistance processes, policies, and programs.

Expert knowledge of a wide range of qualitative and quantitative methods for MEL suitable to conflict prevention, stabilization, and fragile states.

Experience with planning and implementing MEL for multi-country strategies.

Experience with five or more evaluations, including of conflict interventions and in fragile states.

Experience with advocating, monitoring, and guiding implementation of recommendations from MEL products.

Skill at advocating for MEL resources and reforms in USG.

Experience developing online data and knowledge management systems.

Experience working in or with the U.S. Department of State, USAID, and Department of Defense.

Skill in briefing senior leaders on MEL and preparing senior leaders to do so.

Ability and availability to travel to fragile and conflict-affected states.

Active Secret Clearance

Desired Qualifications:

Social science M.A or M.S. (Ph.D. preferred).

Pay Range

153,000 - 158,000
