Overview of the Project.
The USAID/Bangladesh Supply Chain Systems Strengthening Task Order is a Task Order under the Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) IDIQ award, which is a mechanism within the Next Generation of Supply Chain Suite of Programs (NextGen). The purpose of the Task Order is to improve supply chain systems for commodity security, logistics, and regulation at all levels of the public health system, from national to subnational. The goal is to ensure that quality, affordable medicines, and other health commodities are consistently available to healthcare providers and patients when and where they are needed and used appropriately for improved health outcomes, in support of moving toward Universal Health Coverage. The Directorate General of Health Services (DGHS) and Directorate General of Family Planning (DGFP) under the Bangladesh Ministry of Health and Family Welfare (MOHFW) will be the main counterparts in this effort.
Overview of the Position:
The MEL Director will provide vital leadership and oversight of monitoring, evaluation, research, learning, and knowledge management across the program's activities. Manages a MEL team and works with technical experts to design and operationalize performance monitoring systems, evaluations, learning agenda and research initiatives. Leveraging professional expertise in metrics, methods, and knowledge sharing, they will generate evidence and insights to inform program adaptations.
Roles and Responsibilities:
· Lead design of program monitoring, evaluation, research and learning frameworks from inception.
· Manage team to implement performance monitoring plans, including collecting, analyzing, and reporting data.
· Oversee independent evaluations encompassing process, output, outcome, and impact measures.
· Develop and maintain program research agenda and learning questions to fill key evidence gaps.
· Lead rigorous qualitative and quantitative studies and special research initiatives.
· Disseminate findings, best practices and recommendations through knowledge products and events.
· Foster culture of curiosity, learning and data-driven decision making across the program.
· Build MEL capacity among in-country teams, government counterparts and local partners.
· Ensure utilization of MEL findings, research, and lessons to improve program implementation.
· Advocate for evidence-based adaptations, promising innovations, and best practices to be adopted and scaled.
· Represent MEL interests in program governance and provide thought leadership on latest methods and tools.
· Guide use of technologies and platforms to digitize, automate, and enhance data collection and analysis.
Additional responsibilities may be assigned as business needs evolve.
Minimum Qualifications:
· Master's degree in statistics, economics, public policy, or related field.
· 10+ years designing and managing MEL for international development programs.
· Expertise in theory-based evaluation methods, qualitative and quantitative research.
· Experience developing complex performance monitoring systems and indicators.
· Practical experience with applying USAID CLA Framework, tools, and approaches.
· Technical expertise in health supply chains, pharmaceutical systems and/or global health preferred.
· Excellent data analysis and visualization skills using statistical software and tools.
· Excellent communication, presentation, and technical writing skills.
· Experience training / facilitating large groups.
· Ability to communicate findings to a range of external and internal stakeholders and apply MEL results and learning to planning.
· Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables.
· Ability to work under pressure and deliver under tight deadlines on a continual basis.
· Strategic and innovative thinker focused on utilization and problem-solving.
